SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of Student Welfare and Compliance, serves as the student welfare and compliance senior specialist and is responsible for supporting the monitoring, training, supporting, and ensuring institutional accountability for districtwide student compliance implementation of state and federally funded education programs and activities. Serves as a central resource for offices and school leadership in the content areas of child abuse and neglect, student-to-student sexual harassment, student code of conduct, hate crimes, gangs and gang behaviors, suicide, gender identity, religious diversity, bullying and intimidation. Supports districtwide implementation of programs and activities outlined in the Title IX Federal Civil Rights Law and guides prevention efforts to avoid civil rights violations from occurring. Collects, monitors, and analyzes reports of illegal, unethical, or improper conduct, and leads/supports the implementation of a uniform districtwide response. Responds to school issues of non-compliance to ensure fidelity of implementation for step-by-step processes and timelines are met. Collaborates with partner agencies to support investigations of allegations of criminal non-compliance, as well as supports internal MCPS investigations of code of conduct non-compliance. Participates in the development and annual revisions of districtwide staff training and oversees and monitors prevention efforts to avoid non-compliance and civil rights violations from occurring. Coordinates and leads the district face-to-face compliance training for new employees and provides corrective/remedial training to staff as identified. Possess a strong understanding of school-based and central office operations in order to engage and encourage staff, stakeholders, and the greater community to actively participate in building and maintaining a culture of high expectations for students and staff and eliminating institutional inequities. Serves as liaison to community advocacy groups on topics of student welfare including child abuse, gender identify barriers, and Title IX compliance. Responds to concerns from the public (in-person, e-mail, phone, and compliance drop box monitoring and responding) and coordinates student welfare and compliance-related supports to schools and students. Serves as compliance liaison to the greater community and schools by leading collaborative interoffice and interagency work to jointly address, investigate, and resolve issues of student welfare and compliance. Collects, inputs, monitors, and analyzes multiple compliance data points to recognize areas of exemplary compliance and intervene in areas of student safety and risk. Prepares federal, state, local, and Board of Education compliance reports as mandated by law and policy.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the organization of Montgomery County Public Schools (MCPS) and policies and procedures related to child abuse and neglect, student-to-student sexual harassment, student code of conduct, hate crimes, gangs and gang behaviors, suicide, gender identity, religious diversity, bullying and intimidation. Knowledge of the Code of Maryland Regulations (COMAR) and other legislation, and local polices that address student welfare. Experience in collaborating with outside agencies including Child Welfare Services, Police, States Attorneys Office, and child advocacy and victims support groups in addressing child welfare needs. Knowledge and experience in investigations, investigative reporting, and mediation to follow up with stakeholders involved in school-based non-compliance. Demonstrated ability to work cooperatively and positively with staff, parents, and students to resolve disputes. General knowledge of school operations to develop optimal and practicable student safety plans at the school-level. Demonstrated ability to collect and analyze data, work with databases, prepare data reports, and other correspondence. Ability to exercise independent initiative to perform both original and recurring assignments. Ability to quickly analyze formal and informal data to determine short and long-term actions in a crisis. Knowledge of adult learning needs and experience developing and implementing professional training. Excellent organizational, oral and written communication, time management, project management, and human relations skills. Highly skilled in using MS/Office, Word, Excel, Access, and PowerPoint software and knowledgeable of current MCPS technology (IMS, OASIS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in an area associated with child abuse, Title IX, school/student safety, law enforcement, or related experience. Demonstrated experience with data monitoring and reporting, investigations and crisis management. Demonstrated ability with collaborative communication skills to facilitate mediation. Experience in developing and presenting professional development opportunities. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports the Director in projects and studies related to school support and improvement, job-embedded professional learning, and other MCPS initiatives.

Supports school-based instructional leaders as they develop and maintain a positive, safe environment for students and staff.

Collaborates with other offices and teams to lead, support, and provide professional learning related to compliance.

Responds to staff and stakeholder questions regarding compliance issues including training, and monitors data of staff and volunteer compliance training completion.

Supervises office clerical staff and temporary part time employees.

Inputs data, prepares reports, analyzes data from Excel and/or Access databases to determine trends, and school system needs.

Monitors/audits system-wide data related to compliance indicators and develops timely reports and proactive and reactive measures in response to needs.

Determines long and short-term professional learning needs based on district compliance data and develops training and tools to support the learning.

Responds to requests for technical assistance from MCPS staff and community regarding state and federal regulations.

Manages and responds to inquiries in the Compliance Unit Dropbox.

Serves as liaison to community advocacy groups on topics of student welfare such as LGBTQ support, Title IX Compliance and child abuse.

Coordinates and facilitates mediation sessions with parents and staff relating to compliance.

Collaborates with the office of the General Counsel.

Investigates parents complaints related to compliance.

Drafts correspondence relating to the above activities.

Attends meetings and serves on committees as designated by the director.

Assists the unit in implementing Strategic Priorities for the Montgomery County Public Schools.

Coordinates activities and serves as compliance unit liaison to department units, other central offices, the community, and the Maryland State Department of Education.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
