SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the director in the planning and overall direction of a system wide program for receiving and distributing supplies and food related items; acts for the director in the director's absence. An employee in this class evaluates, plans, implements and administers the daily logistical operations of a computerized warehouse and distribution facility. Work in the class involves developing, implementing and administering a computer system of inventory control. Supervises and manages the ordering, scheduling, receipt, storage, and issuance and distribution of food and other school system supplies. Food Service position coordinates USDA commodities program including the determination of allocation requests.System design is accomplished in cooperation with principals, program managers, food service personnel, MSDE, and the Controller's Office. Administers and conducts all daily operational and training programs in compliance with state and federal regulations. Work of this class involves developing and administering the MCPS supporting service professional growth system (SSPGS), training programs for Department of Transportation (DOT) commercial driver licenses and OSHA approved certification in the operation of industrial material handling equipment. Participates as a member of the facility's on-site-emergency team (OSET). Investigates all complaints regarding supply chain issues, administers and maintains a customer complaint program, and coordinates customer feedback programs.Assists the director in the planning and overall direction of a system wide program for receiving and distributing supplies and food related items; acts for the director in the director's absence. An employee in this class assists the director of Materials Management or Food and Nutrition Services in developing and administering a system for the procurement of product and equipment, of inventory control, and schedules the receipt, storage, and distribution of supplies, material, and equipment and food related products. Food Service position coordinates USDA commodities program including the determination of allocation requests.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the current principles and practices of logistics and supply chain management, supply and property management or food service warehouse and distribution management. Ability to plan and assist in the direction of a comprehensive supply and property or food service warehouse management program, including work simplification, effective employee training techniques and financial and financial management theories. Thorough knowledge of inventory control systems and procedures. Thorough knowledge of governmental regulations related to food service warehouse and distribution operations., including health, sanitation and security requirements. Ability to develop effective working relationships with administrators, principals, school staffs, and others. Ability to analyze supply and property or food service warehouse and distribution procedures and programs and recommend steps for the efficient and effective delivery of supplies, material, equipment and food related items. Ability to complete written reports and recommendations. Skill in supervising and evaluating employees. Excellent human relations and communications skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with major course work in business administration, purchasing, supply management, physical distribution, transportation or related field. Considerable experience in administering supply and property, food service warehouse and distribution or related programs, including some work in a supervisory capacity. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Food Service position requires possession of a valid Maryland commercial class B driver's license, or equivalent; completion of an OSHA approved certification program in the operation of power industrial equipment. Sanitation certification and Maryland Department of Agriculture Pesticide Applicator's Registration desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Food Service position requires ability. to move heavy items weighing up to 100 pounds and ability toworkwork in zero degree temperatures.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime and nights/weekends as required. Ability to respond to and coordinate emergency services as required. Position is subject to drug and alcohol testing.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Participates in the formulation of current and long-range plans for Supply and Property Management or Food and Nutrition Services.

Consults with school principals, departments heads, vendor representatives and appropriate staff, develops and maintains an inventory control system for textbooks, supplies, courses of study, curriculum guides or food related products and equipment.

Plans and develops JIT ordering procedures to maintain minimum inventory levels while meeting the demand of school cafeteria operations.

Determines orders for processing with vendors; obtains quotes and determines off-bid orders for special uses and/or test purposes; coordinates food purchases with government commodity allocations; maintains and prepares required USDA and MSDE reports.

Establishes and maintains inventory stock levels, determines and assigns stock keeping numbers; establishes physical inventory procedures.

Monitors food and supply orders from schools as they affect purchasing practices.

Participates in menu planning in regard to purchases and stock levels.

Advises director and staff of stock changes and status when cafeteria operations may be affected.

Provides technical advice and recommendations concerning warehouse and distribution functions.

Develops security and safety policies and procedures for warehouse and distribution functions.

Develops a sanitation and pest control program.

Recommends building modifications and equipment for warehouse and for school dock requirements.

Reviews and makes recommendations regarding bid specifications and terms; monitors quality and packaging of food and supplies received to assure compliance with specifications.

Establishes and maintains quality control for food and supplies.

Develops controls to insure proper receipt, quality, storage, rotation and delivery of product.

Reviews and authorizes payment of MSDE invoices for administrative and storage charges.

Maintains a cyclical delivery schedule for the school system; develops and maintains lists of supplies, materials, and equipment needed to outfit new schools.

Maintains written procedures for each major function performed in the division; works with data processing in developing and maintaining a computerized inventory control system.

Recommends computer applications for warehouse and distribution functions.

Monitors U.S. mail and school pony mail service from central office to schools and offices.

Keeps informed of the latest techniques and equipment in the field of supply and property or food service warehouse and distribution management.

Works with staff development in planning and conducting training programs for supervisory and other employees; reviews and evaluates employee work performance.

Develops methods for the implementation of the DOT drug and alcohol program and maintains confidentiality of test results.

Determines warehouse staffing levels.

Participates in grievance and arbitration proceedings.

Prepares reports and recommendations; assists in preparation of the division's budget requests; reviews and signs purchase orders and payroll time sheets.

Performs related work as required.
