SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of Sustainability and Compliance, plans, develops, maintains, organizes, and implements the facilities' aspects of compliance with Title II of the Americans with Disabilities Act (ADA), including the ADA Standards for Accessible Design and the Maryland Accessibility Code. Work includes developing and reviewing facilities improvements and County programs to allow accessibility to all individuals with disabilities. The work further requires budget development, compliance services, employee training, technical assistance, and complaint resolution.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the basic principles of the Americans with Disabilities Act with a focus on facility accommodations. Working knowledge of the major technical standards, inspection techniques, and analytical methods applicable to review and implantation with compliance measures. Knowledge and experience in Project Management concepts and principles as it applies to ADA project implementation. Ability to understand and interpret complex technical standards; identify, diagnose, and evaluate; prepare detailed reports and analyses. Skilled in oral and written communication to multiple audiences and organizations in varying situations sufficient to develop defenses of and justifications for recommended courses of action; and, to gain compliance, cooperation, work integration, and/or understanding outside of the immediate organization. Ability to establish and maintain effective working relationships with officials, managers, employees and the public. Ability to attend meetings and perform work assignments at locations outside the office. Ability to Gain an understanding of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree is required with a college major in architecture, engineering, construction science, or other. Five (5) years of progressively responsible professional experience in developing and implementing compliance and accommodation programs in accordance with the Americans with Disabilities Act (ADA). Experience analyzing, interpreting, and applying laws, regulations, policies, and procedures pertaining to the Americans with Disabilities Act, the Rehabilitation Act of 1973, and other Federal, State, and Local laws applicable to disability rights; Experience in ADA complaint management and resolution, including understanding the accommodation needs of people with disabilities, coordination with legal counsel, and reporting to regulatory agencies; Experience in tactical actions and decisions, including consideration of longer-range strategic implications and resolution of complex problems to remove barriers. Experience planning, directing, and supervising the work of subordinate supervisory, professional, administrative, and/or labor/trades personnel. Experience planning, managing, and implementing CIP budgets. Experience in planning, managing, and implementing ADA regulations and compliance training programs.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland driver's license. ADA Coordinator Training Certification Program (ACTCP) preferred.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel to schools/offices on frequent, unscheduled basis.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Conducts regular reviews of County programs, policies, activities, services, and facilities for ADA compliance; provides technical assistance and training to staff; identifies areas of non-compliance and provides detailed reports and analysis; and makes recommendations on corrective actions.
Develops and maintains database of ADA Compliance matters and projects.
Assists staff in understanding and responding to requests for the provision of auxiliary aids, services, and reasonable modification of policies and procedures to enable individuals with disabilities to participate in and benefit from programs and services.
Develops and delivers ADA compliance-related training to employees as needed.
Manages the ongoing implementation of the County's Project Civic Access (PCA) Settlement Agreement with County officials.
Works with County departments, independent licensed architects, engineers and contractors to ensure compliance with the Title II ADA Standards for Accessible Design and the Maryland Accessibility Code.
Develops timelines and establishing project cost estimates for projects and CIP.
Serves as the point of contact for communication with the Department of Justice (DOJ) regarding complaints and violations.
Prepares MCPS's bi-annual report to the BOE and maintain public-facing information.
Works closely with the Office of General Council (OGC) and the Department of Compliance and Investigations (DCI) in addressing complaints, lawsuits, and other related matters.
Reviews Capital Improvements Program (CIP) projects to ensure ADA compliance goals are met.
Manages ADA-related projects from the planning phase to the completion of the construction.
Performs other related duties as required.
