WORKING TITLE: Operations Manager MCPS-TV GRADE: K MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the MCPS-TV Supervisor, oversees the daily operations within MCPS-TV including production, programming, and publicity; produces and directs programs as assigned; collaborates with staff engineers to ensure technical specifications. This person will be responsible for assuring creative and technical quality of programs in the planning and production stages; ensuring that department functions are performed effectively and in a timely manner and that performance data are maintained. The person will assist the MCPS-TV supervisor with strategic planning, analysis of data, and development of reports for MCPS and the Montgomery County government. The person will assist with budgets, oversee deadlines of all staff and liaison with other MCPS departments as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to manage, schedule, produce, shoot and edit MCPS-TV projects both in the studio and in the field. Working knowledge of digital cameras, digital switchers, studio and field lighting, digital technologies, non-linear editing, and multi-camera switching. Excellent interpersonal and communication skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university, with considerable coursework in mass communications and public/business administration. Experience in managing multiple projects, developing and maintaining budgets & establishing and monitoring staff schedules to assure deadlines are met. Experience as a producer/director/writer. Supervisory experience expected to oversee all major projects & systemwide live events. Experience maintaining and analyzing performance data.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to carry up to 35 lb. of equipment.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May be required to frequently work evenings, night or a weekend.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages the daily operations of MCPS-TV, including production/programming/publicity projects budgeting and other factors required to maintain schedules and meet tight deadlines.

Participates in staff evaluations by observing performance and providing related data to the supervisor.

Produces, directs and edits programs and systemwide productions when needed.

Serves as liaison with MCPS offices and departments as designated by ITV Supervisor.

In consultation with the chief engineer, coordinates engineering activities within the unit.

Supervises Executive Producer and Production Manager.

Ensures that data are accurately collected on production/programming/publicity.

Analyzes data and develops reports.

Organizes and participates in productions when required to do so.

Performs related work as needed.
