SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for planning and administering the MCPS portion of the community use of schools program. Works with appropriate officials to establish program policy, budget, staffing, and operation procedures. Supervises, trains, schedules, and coordinates the activities of the part-time building service workers assigned to the community use program. Serves as on-call supervisor for evening and weekend use by community groups. Assigns, as appropriate, other MCPS staff to implement portions of the program. Is responsible for special projects and studies, and reports on the operation and status of the community use of schools program. Special projects, studies, and reports which do not necessarily conform to community use of schools may be assigned to the incumbent.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of program management techniques and practices. Knowledge of building service requirements; plant operations; building service methods, materials, and practices. Knowledge of the proper use of equipment and supplies. Knowledge of computer operations and mobile technology functions. Ability to plan, administer, and maintain an effective and efficient community use of schools program within MCPS to include timely responses to emergency calls. Ability to evaluate building service activities and employee performance; to make sound and applicable recommendations for the safe, efficient, and economic operation of the community use of schools program; and to set up training programs and instruct personnel in general building service and school plant operations work procedures and policies. Ability to effectively work with superiors within MCPS, ICB staff, user representatives, and others. Must have good organizational ability. Excellent oral and written communications and human relations are required. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the six leadership standards that have been established for (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with major work in business administration or a related field. Program management and supervision experience in the public or private sector. Experience in plant management procedures. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland (motor vehicle) operator's license. Possession of a current and valid boiler certificate and stationary engineers license indicating proficiency in the safe operation of low pressure boilers preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to climb and complete other physical tasks associated with investigation, inspection and completion of building service activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency calls at any time and to work overtime as required. Must work Saturdays, Sundays, and three other assigned workdays each week. Ability to work different hours on each of the assigned workdays, as required. Must provide and maintain a working telephone number.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises the overall management of the MCPS portion of the community use of schools program.

Develops, with the assistance of appropriate officials program policy, budget, and staffing guidelines, and scheduling, automation, and operating procedures.

Assists school plant operations trainer in training new building service workers in mechanical/technical responsibilities; in the correct use of cleaning equipment and supplies; and in proper human relations skills and established school security procedures.

Consults regularly with school principals and building service managers to develop daily schedules.
Assigns building service workers to work locations.

Conducts inspections on weekends and at other times when schools are used by community groups.

Investigates faulty equipment and makes adjustments or obtains maintenance assistance.

Consults with division director, ICB staff, school principals, school building service managers, user representatives, and others to resolve building use concerns.


Attends meetings and participates in workshops, seminars, and forums relating to community use of schools; makes presentations and submits written reports to MCPS, county government, and other appropriate officials on the operation of the program; communicates with the ICB message center to determine problem areas.


Supervises and evaluates a large number of building service workers (BSW).


Reviews and approves time worked and leave requests for BSW¿s.

Transfers employees in the community use program.

Prepares documentation and makes recommendations regarding dismissal and other personnel actions.

Maintains financial and other records pertaining to the program.

Provides necessary information and assistance to develop the annual budget relating to the community use program.

May be assigned special projects and duties on a countywide basis not relating to the community use program.

Assists in the planning of and instructs in the periodic training classes on the operation of the community use program for building service employees, business managers, principals, and other appropriate MCPS officials.

Performs related work as required.
