SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for the operation of the Division of Food & Nutrition Service's central production facility (CPF) and warehouse. Both facilities provide products and services to all MCPS school and central office locations and contracted locations. This position leads and supervises employees, oversees the production and delivery schedules to insure time deadlines are met, and is responsible for recipe development of products used in the school meal program. Responsible for management and documentation for any or all emergency situations in DFNS, as appropriate. Responsible for oversight of the development and/or administration of the MCPS supporting service professional growth system (SSPGS), U. S. Department of Transportation (DOT) commercial driver license training, drug and alcohol testing, and monitoring of employee license status through the Maryland Department of Motor Vehicles Administration (MVA) database. Responsible for the oversight of training and compliance with OSHA mandated regulations and requirements for the operation of electric power industrial equipment. Responsible for insuring that the warehouse and distribution operation is in compliance with established health and safety standards. Employees in this class serve in a leadership role on the facility's on-site-emergency-team (OSET), in the planning, development and implementation of the Baldrige Model and Six Sigma initiatives. Responsible for developing and analyzing key performance measures and process improvement projects. Oversees all complaints regarding supply chain issues, administration and maintenance of a customer complaint program, and coordination of customer feedback programs. Responsible for the oversight and disposition of products recalled by manufacturers.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Strong leadership skills and extensive communication (written and verbal), mediation (conflict resolution) and facilitation skills. Extensive knowledge of food processing/engineering, nutrition, food safety and HACCP, packaging techniques, cook-chill operations, large quantity food production techniques, recipe development, food storage and transportation to outlying locations and computer supported food production operations. Thorough knowledge of current principles and practices of logistics and supply chain management, including work simplification, effective training techniques, and financial and management strategies. Ability to analyze food service warehouse and distribution procedures and programs and develop and implement methods for efficient and effective logistical services. Ability to develop operational performance measures, analyze and implement action plans. Ability to develop and oversee the development of specifications for food production, warehouse and distribution equipment. Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in one of the following areas: food and nutrition, food service management, dietetics, family or consumer sciences, culinary arts, nutrition education, or business administration with a focus on hospitality, distribution, or supply management. Considerable progressively responsible experience in administering food service production, warehouse and distribution or related programs, including extensive work in a supervisory capacity. Experience in the development and collection of data to support data-based decision making and continuous improvement. Ability to implement systemic approaches focused on continuous improvement. Extensive and progressive experience required in program and human resources administration, financial monitoring and analysis, and data analysis leading to program efficiencies. Staff development and training experience is desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid driver's license. Certificate in Food Safety desirable. Registered dietitian desirable.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening or weekend work may be necessary for meeting deadlines or attending Board of Education, committee or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Participates in the formulation of current and long-range strategic plans for Food and Nutrition Services.

Develops methods for and insures the smooth flow of all logistical supply chain services and support.

Oversees, maintains and prepares required MCPS, USDA and MSDE reports.

Participates in menu planning. Coordinates recipe development to meet nutritional goals and improve general acceptability of food items produced.

Advises director and staff of stock changes and status when cafeteria operations may be adversely affected.

Provides technical advice, oversight and recommendations concerning CPF, warehouse and distribution functions.

Develops and oversees security and safety policies and procedures for CPF, warehouse and distribution functions.

Oversees the production of meals and delivery of meals and supplies to schools during emergencies, meeting production requirements in the face of equipment failures, personnel shortages and other unforeseen events.

Oversees the mechanical operation of the facility, maintenance of equipment, and upkeep of grounds.

Oversees the catering function of the division.

Develops and oversees a sanitation and pest control program.

Recommends building modifications and equipment for CPF, warehouse and for school dock requirements. Makes recommendations regarding bid specifications, terms and conditions.

Monitors quality and packaging of food and supplies received to assure compliance with specifications.

Establishes and maintains quality control for food and supplies.

Develops an action plan in response to product recalls.

Provides requirements and specifications to the computer software distributor in developing, improving and maintaining a computerized logistical supply chain management system.

Works with staff development in planning and conducting training programs for supervisory and other employees; reviews and evaluates employee work performance.

Develops methods for the implementation of the DOT drug and alcohol program and license monitoring program and maintains confidentiality of test and license monitoring results.

Develops and oversees OSHA approved training for powered industrial equipment and insures that equipment is operated in compliance with regulations.

Determines CPF and warehouse staffing levels.

Participates in human resource proceedings. Participates in joint labor-management meetings and initiatives.

Develops, coordinates and participates in employee work groups to foster a culture of respect. Participates in a leadership role on the OSET and Baldrige team.

Prepares reports and recommendations; provides data in preparation of the division's budget requests; reviews and signs purchase orders and payroll time sheets.

Provides positive and constructive feedback and performance evaluations to employees in order to reward, coach, and motivate through the MCPS Professional Growth System.
