SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, the Operations Facilities Manager plans, organizes, and leads the day-to-day work of all building service personnel assigned to a specific region. Coordinates all work relative to custodial services, grounds, landscaping, and preventative maintenance activities for facilities in the region, including the facilities-related maintenance and repair of buildings and the grounds care necessary for maintaining a clean, safe environment. Participates in the development, recommendation, and administration of policies, procedures, and processes in support of the Division of Maintenance and Operations. Responds to inquiries and requests for service from assigned facilities. Responsible for the evaluation and professional development of staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of supervisory principles; facilities maintenance, grounds, and custodial principles and practices; contract management principles and practices; applicable federal, state, and local laws including rules, regulations, codes, and/or statutes; budgeting and procurement principles and practices; project management principles; preventative maintenance principles and practices; maintaining data and components for facilities, such as a six-year scheduled maintenance plan, a six-year facilities condition assessment; and industry best practices. Must be knowledgeable about the principles of continuous quality improvement and MCPS professional growth system (PGS). Must be skilled in supervising subordinate staff; reading and interpreting construction plans, specifications, drawings, maps, and/or other related technical documents. Must be able to manage complex, multi-discipline projects involving multiple locations; interpret and apply applicable laws, rules, and regulations. Must demonstrate a high level of intercultural competence, an understanding of the diverse identities and cultures of the community, students and staff, and in developing and supporting inclusive communities. Must be able to manage contracts; work in a union environment; design and develop program plans in assigned area of responsibility; and analyze processes and make recommendations for improvement. Must be able to coordinate activities with other internal divisions, the community, and/or external agencies; and prepare a variety of reports related to operational activities, including statistical analysis. Data-driven reporting and planning for budgeting; developing, recommending, implementing, and monitoring policies, procedures, and workflow; utilizing computer technology used for communication, gathering and reporting data are also required skills. Must communicate effectively through oral and written mediums. Must have the ability to work with students and staff with diverse academic, cultural and ethnic backgrounds; mediate conflicts; Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of the goals of the Division of Maintenance and Operations, the Department of Facilities Management, and Montgomery County Public Schools.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College coursework or trade school training and extensive experience in facilities management, construction, and renovation, preferably in school systems, are also required. Considerable experience as a supervisor is required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered in lieu of degree.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class C driver¿s license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Work is generally performed in both an office environment and an outdoor environment, with frequent interruptions and irregularities in the work schedule. This position requires regular visits and meetings at all MCPS sites across the county. Frequent walking, standing, climbing, lifting, stooping, or carrying of equipment and materials may be required. May be required to lift and carry up to 25 pounds; may be exposed to extreme temperatures, close-quarter situations, high and precarious places, moving mechanical parts, and/or vibrations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be willing to work irregular hours and respond immediately to emergency situations.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works collaboratively with the M&O Facilities Manager to plan, organize, maintain, and manage the operations and reliability of MCPS facilities and general infrastructure systems within a regional service center.

Establishes and monitors grounds and preventative maintenance processes, programs, and facility inspection processes for on-going review of maintenance work by agencies having jurisdiction.

Supervises administrative, skilled, and technical/support staff. Hires, evaluates, trains, and disciplines staff as necessary.

Develops, recommends, and administers policies, procedures, and processes in support of building maintenance and operations; implements and monitors compliance with approved policies, procedures, and processes.

Administers procurement and fiscal management activities associated with maintenance activities, which may include RFPs, and contracts for custodial, grounds and maintenance related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving employee purchases; ensuring compliance with MCPS and public purchasing rules; and/or performing other related activities.

Monitors the safety and accessibility of the assigned facilities. Serves as the point of contact for site-based building service staff.

Updates and maintains list of facilities equipment, including lifecycle and replacement cost estimates.

Monitors and oversees the work of external contractors to ensure that terms of agreements are met and that the work is completed satisfactorily.

Participates in the development and administration of grounds and building services budget; coordinates the allocation of resources following budget approval; recommends approval of expenditures.

Collects and analyzes a variety of complex data and information, including utility costs and usage.

Participates in/on a variety of meetings, committees (including chairing), task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate.

Serves as a liaison with other divisions/offices within the school system, the community, and external agencies in order to provide information on available resources, projects, and/or services.

As part of MCPS and the division¿s emergency response team, essential personnel requires after hour and 24/7 on-call for response as needed.
