EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Plans and administers the overall operation of the Contract Office and is responsible for developing and successfully managing hundreds of countywide capital improvement projects annually, including but not limited to: life safety equipment inspections / testing, fire/sprinkler system replacements, lead/asbestos abatement as required, new construction and replacement roof projects, the replacement of: elevators, emergency generators, main electrical switch gear and distribution panels, ceilings, lighting, gymnasium floors, carpet/floor tile, bleachers, grandstands, lockers, windows, doors, plumbing fixtures, electric hand-dryers, masonry repairs/modifications and water proofing, exhaust fans, asphalt parking lots/play areas, concrete sidewalks, fencing, white boards, chalk boards, bulletin boards, painting, trash compactors, heat pumps, wood canopy/decking, public address systems, library security gates, folding partitions, etc.; and the full renovation of tennis courts, running tracks, stadium/general fields, swimming pools, computer rooms, etc.Monitors and updates various program schedules such as PLAR, Roof Replacement, Aging Schools, Life Safety Code Upgrades, etc. Monitors project progress to ensure schedules are maintained to prevent delays and to avoid/minimize school/office student and staff activity disruptions or prevent buildings/schools from not opening as scheduled.Develops bid solicitations compiling complex conditions and detailed specifications requirements, and perform the responsibilities of the Division of Procurement¿s Official Contract Officer on all related procurement bids. Evaluate and recommend contract awards.Performs account management tasks for program accounts and approves purchase orders and monitors account activities.Responsible for various State funded programs to ensure compliance with State procedures and directives. Complete complex forms to secure State project approvals and funding reimbursements. Maintain close relationships with State officials to coordinate/plan State funded activities.Create numerous documents (formal letters, memorandums, emails, etc.) as required to perform the duties and responsibilities of the position.Conducts meetings on a regular basis.Responsible for monitoring the performance of staff and contractors.Maintain good public relations with regard to project activities and requests.Secure the services of architectural, engineering and legal consultants as required.Research products, materials, and procedures to improve performance, increase life-cycle, and capture energy savings.Create specialized assessment groups to evaluate new equipment, products, and procedures. Forward written recommendations to the director of the Department of Facilities Management for inclusion in all future new construction and Contract Office project specifications.Perform related work as required to bring about successful programs and projects.
