SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, has major responsibilities for implementing local and State funded capital improvement programs and related project management responsibilities/duties directing contractors, MCPS and consulting engineers and subordinate staff activities. Work in this class involves performing more difficult and complex tasks, establishing countywide project selections, and a comprehensive six-year capital improvement program. Manages all aspects of contracts between MCPS and contractors, and functions as the MCPS-owner representative. Administers all assigned State funded program activities. Performs Contract Office account management responsibilities. Manages/Reviews and develops formal bid documents and drawings encompassing complex technical and detailed specifications, and monitors projects to satisfactory completions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge across a wide spectrum of construction trade methods and materials used in building construction and component replacements. Thorough practical knowledge of the principles of civil, architectural and mechanical engineering fields. Extensive knowledge of MCPS procurement policies and procedures and formal bid development and project management methodology. Knowledge of the physical budget process and account management procedures and general accounting principles and practices. Extensive knowledge of the Procedures Guide of the State of Maryland Public School Construction Program. Familiar with State and local permitting requirements and procedures. Ability to successfully manage a large volume of projects and programs under critical deadlines. Comprehend and interpret construction trade specifications, drawings, and applicable building code requirements. Ability to develop long-term building component replacement projections and prioritize countywide competing priorities utilizing life-cycle analysis, health and safety, and current condition evaluations to protect State and local capital investments. Ability to manage funds and project expenditures to ensure program allocations are not exceeded. Ability to compile large amounts of data to develop numerous comprehensive reports and six-year project projections. Ability to write clear bid documents, detailed specifications, memos, letters, and emails. Ability to make decisive decisions, exercise good judgment, and commit resources and funds to accomplish program objectives. Skilled in evaluating competitive bid offers and contractors capabilities to perform successfully. Skilled in resolving disputes tactfully, effectively, and equitably as related to contract enforcement and interpretation. Skilled in monitoring and identifying contractor deficiencies. Skilled in the use of computer applications including word processing, data reporting spreadsheets, and Microsoft Outlook. Skilled in conflict resolution and resolving disputes between MCPS and contractors. Excellent organizational, interpersonal, written and oral communication skills. Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors Degree from an accredited college or university in architecture, engineering or related fields. Experience developing, implementing, and administrating construction related programs, including the knowledge of budget, account management, and contract management processes. Experienced in managing large number of full scope countywide replacement projects. Experienced in evaluating products and procedures over a wide range of building and ground components, and in procuring services and contracts adhering to MCPS procurement procedures. Extensive experience in supervising and evaluating the performance of subordinates and contractors. Other combination of applicable education, training, and experience that provides the knowledge, abilities, and skills necessary to perform in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid drivers license. Engineer or master trade license preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) : Must perform inspections involving climbing ladders, extensive walking, standing and bending. Perform inspections under uncomfortable conditions such as excessive heat/cold/rain/snow/ice, etc.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergencies as required and to work nights and weekends as necessary to meet workload demands.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans and administers the overall operation of the Contract Office and is responsible for developing and successfully managing hundreds of countywide capital improvement projects annually, including but not limited to: life safety equipment inspections / testing, fire/sprinkler system replacements, lead/asbestos abatement as required, new construction and replacement roof projects, the replacement of: elevators, emergency generators, main electrical switch gear and distribution panels, ceilings, lighting, gymnasium floors, carpet/floor tile, bleachers, grandstands, lockers, windows, doors, plumbing fixtures, electric hand-dryers, masonry repairs/modifications and water proofing, exhaust fans, asphalt parking lots/play areas, concrete sidewalks, fencing, white boards, chalk boards, bulletin boards, painting, trash compactors, heat pumps, wood canopy/decking, public address systems, library security gates, folding partitions, etc.; and the full renovation of tennis courts, running tracks, stadium/general fields, swimming pools, computer rooms, etc.

Monitors and updates various program schedules such as PLAR, Roof Replacement, Aging Schools, Life Safety Code Upgrades, etc.

Monitors project progress to ensure schedules are maintained to prevent delays and to avoid/minimize school/office student and staff activity disruptions or prevent buildings/schools from not opening as scheduled.

Develops bid solicitations compiling complex conditions and detailed specifications requirements, and perform the responsibilities of the Division of Procurement¿s Official Contract Officer on all related procurement bids. Evaluate and recommend contract awards.

Performs account management tasks for program accounts and approves purchase orders and monitors account activities.

Responsible for various State funded programs to ensure compliance with State procedures and directives. Complete complex forms to secure State project approvals and funding reimbursements. Maintain close relationships with State officials to coordinate/plan State funded activities.

Create numerous documents (formal letters, memorandums, emails, etc.) as required to perform the duties and responsibilities of the position.

Conducts meetings on a regular basis.

Responsible for monitoring the performance of staff and contractors.

Maintain good public relations with regard to project activities and requests.

Secure the services of architectural, engineering and legal consultants as required.

Research products, materials, and procedures to improve performance, increase life-cycle, and capture energy savings.

Create specialized assessment groups to evaluate new equipment, products, and procedures. Forward written recommendations to the director of the Department of Facilities Management for inclusion in all future new construction and Contract Office project specifications.

Perform related work as required to bring about successful programs and projects.
