SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises the work of small workgroup leaders and oversees the operation of the central print shop facility which is engaged in publication of documents for schools, central office and local government agencies. Work of this class is in a fast-paced environment and requires the ability to manage change, anticipate trends, and foster a shared vision within the print shop. An employee in this class has responsibility for receiving approved printing service work requests and planning and coordinating job details necessary to accomplish the work in an effective, economical and timely manner. An employee in this class also inspects work of the shop, implements maintenance programs, and keeps shop records.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the standard practices, tools, and equipment of the printing trade particularly as applied to operating a print shop; considerable knowledge of the characteristics, capabilities and limitations of print shop equipment. Demonstrated ability to: effectively plan, assign and supervise the work of group leaders in the pre-press, press, and bindery workers areas; evaluate the quality of products; instruct subordinates in the proper use and maintenance of print shop equipment; evaluate the performance of subordinates ; make accurate estimates of time and materials needed for print shop job orders; forecast supply and materials needs and take necessary action to maintain adequate inventory levels; maintain records of equipment parts and repairs; ;establish an equipment maintenance schedule; maintain employee timesheets and keep employee records related to human resource policies. Ability to prioritize work demands and accomplish tasks in the most efficient and cost effective manner. Knowledge of MCPS procurement and purchasing policies. Excellent human relations and communications skills. Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from accredited college with coursework in arts management, print media management, print design, supervision or management and other areas related to effective operation of a modern printing facility desirable. Other combinations of vocational education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Thorough experience in the operation of offset presses and related equipment; considerable supervisory experience in the operation of a print shop, including a minimum of two years as shift or section manager.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class C driver's license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Sufficient physical strength and stamina to assist in lifting heavy objects and to stand for moderate periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to urgent work requirements at any time.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises, plans, prioritizes, and assigns the work of printing equipment leaders and operators involved in a variety of offset printing and photo lithography services.
Evaluates employees' work performance using the supporting services professional growth system, approves use of and keeps records of employees' leave time, and performs other related supervisory functions.
Establishes a Professional Development Plan (PDP) for each of the leaders and assists the leaders in establishing a PDP for each of the workers within their group.
Estimates time, equipment, materials, supplies and costs for various types of reproduction work.
May confer directly with requestor or with customer service representatives to resolve technical problems or to communicate information regarding delays, work request status, etc. with customers.
Maintains collaborative partnerships with colleagues to accomplish objectives.
Periodically inspects and evaluates production during various stages of completion to assure constant high quality of shop work.
Maintains effective stock levels for supplies and materials, ordering replacements as necessary.
Orders special stock items as needed. Maintains records and prepares inventory reports.
Assists in preparation of the central print shop budget; administers budget.
Makes periodic safety inspections of shop environment, staff work habits, hazardous materials and waste. Plans and manages an ongoing safety program that complies with OSHA and MOSHA standards.
Trains subordinates in the proper utilization of duplicating and printing equipment.
Recommends purchasing equipment for print shop.
Participates in meetings related to the school systems¿ printing needs.
Is aware of MCPS plant assets and observes for signs of theft, vandalism, unauthorized entry, or other security violation; reports any such findings to supervisor of electronic graphics and publishing services.
Performs related work as required.
