SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of Transportation Administrative Services Manager, supervises the training program for all DOT personnel. The employee in this class is responsible for formulating and implementing a training program sufficiently broad to meet the immediate and long-range needs of the division and may include work with related groups. Work involves considerable contact with supervisory personnel, teaching students and employees. Assignments, received through conferences or written instructions affording considerable freedom for exercising judgment in planning work details in the following areas: basic and proficiency- training for all employees; training- DOT supervisory staff and managerial staff to assume teaching/training roles; supervisory skills training selection of education materials and resources and implementing education programs. Develops and administers training in accordance with state, federal and school system regulations for bus operations personnel. The training is delivered through formal classroom instruction, demonstration and behind-the-wheel training, and other staff development. Directly supervises members of the DOT Training Section, including full and part-time safety trainers.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of accident investigation, reporting and related recordkeeping. Current knowledge of all laws and regulations pertaining to student transportation, and school buses type equipment. Ability to determine training needs and to develop and carry through to completion programs designed to meet these needs. Ability to effectively communicate and work well with people. Ability to evaluate new equipment, materials, and work methods against established training programs and to recommend or initiate revisions when needed. Ability to supervise training staff-. Skill in the presentation of industrial-type training programs. Skill in developing instructor ability in others. Excellent written and oral communication and human relations skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Coursework in transportation, defensive driving, driver safety training and first aid. Considerable experience in the field of transportation training and safety, preferably including experience in a school system. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a Maryland State Department of Education Certificate to train school bus personnel. Possession of a valid Maryland class B commercial driver's license with passenger, air brake and cargo endorsements, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to meet prescribed pre-employment and annual physical examination and testing requirements. Ability to complete pre- and post-trip bus inspections. Ability to lift heavy objects 50 lb minimum. Must be able to sit for long period of time in the bus drivers seat, reach the steering wheel and pedals, and wear the seat belt properly every day.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime, as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

In coordination with appropriate administrative, operating, and staff personnel, develops courses or training sessions designed to provide necessary training for transportation employees, including but not limited to the following areas: new employee orientation; managerial training, use and operation of new material or equipment; instructor training. Determines frequency of course presentation, duration of courses, prerequisites for attendance, class size, methods of instruction, reference materials, and course goals. Coordinates, schedules, and implements courses or training sessions. Arranges location, instructor(s), resource personnel, and logistical support. Personally instructs in courses or sessions. Evaluates participants in courses or sessions. Recommends future training eligibility for participants. Coordinates promotions and public relations activities including school assemblies, County Fair presentations, etc. Constantly reviews new material, equipment, and work methods bearing on transportation and assesses impact upon training programs. Develops and keeps current procedure manuals for DOT employees. Co-chairs Bus Accident Review Board. Maintains training, accident and related records. Performs related work as required.
