SUMMARY DESCRIPTION OF CLASSIFICATION: Department of Transportation: Under direction of Transportation Administrative Services Manager, supervises the training program for all DOT personnel. The employee in this class is responsible for formulating and implementing a training program sufficiently brog4 to meet the immediate and long-range needs of the division and may include work with related groups. Work involves considerable contact with supervisory personnel, teaching students and employees. Assignments, received through conferences or written instructions affording considerable freedom for exercising judgment in planning work details in the following areas: basic and proficiency- training for all employees; training- DOT supervisory staff and managerial staff to assume teaching/training roles; supervisory skills training selection of education materials and resources and implementing education programs. Develops and administers training in accordance with state, federal and school system regulations for bus operations personnel. The training is delivered through formal classroom instruction, demonstration and behind-the-wheel training, and other staff development. Directly supervises members of the DOT Training Section, including full and part-time safety trainers. Department of Systemwide Safety and Emergency Management: Under direction of the team leader, systemwide safety programs, manages district safety/health training programs. Responsible for developing and implementing safety/health educational programs and initiatives to meet compliance with regulatory requirements and ensure safe learning and working conditions for students and staff. Evaluates the effectiveness of safety/health training programs and develops and implements improvements as needed. Manages state and district-mandated CPR/AED, first aid, and bleeding control training for employees, including elementary school staff, athletics and intramural coaches, security staff, central office and school-based operations staff. Conducts incident investigations and responds to critical incidents and emergency situations. Evaluates safety/health hazards and identifies additional training needs. Assists the team leader, systemwide safety programs, with development and implementation of strategic initiatives. Develops and executes effective safety/health outreach and promotion initiatives. Collaborates with internal and external partners and stakeholders and represents the department at various government and community functions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Department of Transportation: Considerable knowledge of accident investigation, reporting and related recordkeeping. Current knowledge of all laws and regulations pertaining to student transportation, and school buses type equipment. Ability to determine training needs and to develop and carry through to completion programs designed to meet these needs. Ability to effectively communicate and work well with people. Ability to evaluate new equipment, materials, and work methods against established training programs and to recommend or initiate revisions when needed. Ability to supervise training staff-. Skill in the presentation of industrial-type training programs. Skill in developing instructor ability in others. Excellent written and oral communication and human relations skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS). Department of Systemwide Safety & Emergency Management: Considerable knowledge of safety/health management, employee training, incident investigation, and job hazard analysis. Thorough knowledge of regulatory requirements and MCPS policies and procedures related to occupational and student safety/health. Ability to determine training needs and to develop and implement effective training programs to meet these needs. Skill in developing instructor ability in other employees. Ability to work effectively with school-based administrators and staff. Ability to interact effectively with executive staff, department staff, central office and operations staff, community groups, parents, and regulators. Ability to prepare complex reports, work collegially with others, and effectively conduct large and small group meetings. Ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Department of Transportation: Bachelors degree required. Coursework in transportation, defensive driving, driver safety training and first aid. Considerable experience in the field of transportation training and safety, preferably including experience in a school system. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Department of Systemwide Safety and Emergency Management: Bachelor's degree in a related field or a combination of applicable training and work experience required. Coursework in OSHA compliance and regulations. Extensive experience managing worker safety/health and conducting training, preferably including experience in a public school system. Experience developing, managing, and conducting training for diverse groups of employees for an organization with multiple work locations and job activities, preferably as an OSHA-authorized trainer. Experience conducting incident investigations, performing job hazard analyses, coordinating corrective work with administrators and supervisors, managing consultants, developing relationships with internal and external partners and stakeholders, and developing safety/health educational materials and initiatives. Broad expertise in occupational safety/health topics, including chemical safety, PPE, respiratory protection, fall protection, and bloodborne pathogens.
CERTIFICATE AND LICENSE REQUIREMENTS: Department of Transportation: Possession of a Maryland State Department of Education Certificate to train school bus personnel. Possession of a valid Maryland class B commercial driver's license with passenger, air brake and cargo endorsements, or equivalent. Department of Systemwide Safety and Emergency Management: Valid Driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Department of Transportation: Ability to meet prescribed pre-employment and annual physical examination and testing requirements. Ability to complete pre- and post-trip bus inspections. Ability to lift heavy objects 50 lb minimum. Must be able to sit for long period of time in the bus drivers seat, reach the steering wheel and pedals, and wear the seat belt properly every day. Department of Systemwide Safety and Emergency Management: Ability to evaluate safety/health concerns at schools/facilities, which can require climbing stairs and ladders and working in hot, dirty/dusty, and elevated locations (mechanical rooms, crawlspaces, roofs, catwalks, etc.). Ability to properly wear PPE (respirator, hard hat, protective eyewear, safety footwear, coveralls, etc.).
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Department of Transportation: Ability to work overtime, as required. Department of Systemwide Safety and Emergency Management: Ability to attend evening meetings and respond to critical incidents and emergency situations outside normal duty hours.

In coordination with appropriate administrative, operating, and staff personnel, develops courses or training sessions designed to provide necessary training for transportation employees, including but not limited to the following areas: new employee orientation; managerial training, use and operation of new material or equipment; instructor training.

Determines frequency of course presentation, duration of courses, prerequisites for attendance, class size, methods of instruction, reference materials, and course goals.

Coordinates, schedules, and implements courses or training sessions.

Arranges location, instructor(s), resource personnel, and logistical support.

Personally instructs in courses or sessions.

Evaluates participants in courses or sessions.

Recommends future training eligibility for participants.

Coordinates promotions and public relations activities including school assemblies, County Fair presentations, etc.

Constantly reviews new material, equipment, and work methods bearing on transportation and assesses impact upon training programs.

Develops and keeps current procedure manuals for DOT employees.

Chairs Bus Accident Review Board.

Maintains training, accident and related records.

Performs related work as required.


Department of Systemwide Safety and Emergency Management

In coordination with appropriate administrative, operating, and staff personnel, develops courses or training sessions designed to provide necessary training for district employees, including but not limited to the following areas: safety/health orientation training; safety/health training for supervisors; CPR/AED, first aid, bleeding control; personal protective equipment; and chemical safety. Determines frequency of course presentation, duration of courses, prerequisites for attendance, class size, methods of instruction, reference materials, and course goals. Coordinates, schedules, and implements courses or training sessions. Arranges location, instructor(s), resource personnel, and logistical support. Personally instructs in courses or sessions. Maintains safety/health records, including training records and worker injury/illness records. Evaluates participants in courses or sessions. Keeps abreast of advancements in training techniques and equipment/materials and recommends improvements for department training practices, as appropriate. Trains department staff in effective training techniques. Develops and prepares safety/health outreach activities and materials. Assists the team leader, systemwide safety programs, with safety/health management functions, including providing technical guidance and assistance for customers and partners, managing the online employee safety/health training program, conducting incident investigations and job hazard analyses, and responding to emergencies. Performs related work as required.
