SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction, manages the Computer Assisted Routing Transportation System (CARTS). Supervises routers and other unit staff to assure the successful implementation of efficient school bus routes, through automation, throughout Montgomery County Public Schools (MCPS). Supervises technicians who provide general support to the Department of Transportation's use of automation and networked systems.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of school bus operations planning and administration; considerable knowledge of the subdivisions and road network of Montgomery County; demonstrated proficiency at planning and implementing bus routes and effecting changes in accordance with policies and safety considerations that promote cost- efficient school bus operations. Demonstrated knowledge of state and local laws, policies and regulations affecting student transportation. Knowledge of the capabilities, limitations, and general characteristics of computer-based school bus routing and associated software. Ability to transfer practical knowledge of school bus operations and routing to an automated environment. Ability to integrate the needs of the Transportation Information System with the other MCPS student information systems. Ability to communicate effectively with operational, technical, and management staff. Ability to develop training materials and to provide classroom and one-on-one training in the use of computerized routing systems. Ability to supervise operational and technical staff in implementing and maintaining CARTS as the standard of operations within the Department of Transportation. Skill in developing logical solutions to problems of a technical nature. Excellent oral and written communications and human relations skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. Bachelors degree preferred. College-level coursework in transportation, management, or other related field preferred. Experience in the scheduling, routing, inspection and operation of school transportation programs or similar fleet transportation systems. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or ability to obtain a valid Maryland Class B Commercial driver's license (air brake, passenger and school bus endorsements), or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to urgent work requirements at any time.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, develops, and implements computer-assisted routing as the basis for operations at all bus depots.

Trains and supervises routers and technical staff in the efficient implementation of school bus routes through the use of computer-assisted routing.

Directs the development of routes.

Develops operating policies and procedures and ensures their effective implementation.

Works with Department of Transportation administrative staff and depot staff to ensure effective implementation of computer assisted routing.

Performs special assignments such as cost and time simulations for new schools, preferred choice and bell time alternatives, and provides MCPS management with reports and recommendations.

Works with school and depot-based staff to effect transportation services and modifications.

Works with MCPS offices and departments supporting computer technology and with department of transportation's vendors (hardware, software, telecommunication, and services) to assure timely and cost efficient provision of service.

Recommends budget needed to fully support computer-assisted routing and associated departmental needs.

Prepares periodic and special reports.

Performs related work as required.
