SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Chief Operating Officer (COO), is responsible for the coordination and management of daily business operations in the Office of the Chief Operating Officer (OCOO). Manages large scale projects and initiatives for the OCOO that encompass all the office units, and departments. Projects include work for the COO and Board of Education, resulting in Board meeting presentation and follow-up. Facilitates stakeholder advisory committees and work groups around key initiatives. Serves as the building administrator and supervisor for the Carver Educational Services Center (CESC), which is the largest administrative facility in Montgomery County Public Schools that houses the Board of Education, Superintendent, and over 700 central services employees. Mobilizes key figures and appropriate departmental personnel to resolve CESC facility issues such as emergency situations or crises while ensuring the correct implementation of policies and procedures, and reports actions and results to the COO. Nature of work involves regular communication with building occupants, building services staff, and security personnel to stay apprised of issues, ongoing problems, or events that may need additional support, and to take corrective action to improve and enhance facility sustainability, security, and functionality.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the MCPS organizational structure, policies and procedures, strategic planning, and project management. Ability to analyze and compile data; write briefs, memoranda, and other correspondence for the COO, Board of Education, and a variety of internal/external stakeholders. Ability to manage and supervise, directly or indirectly, several complex projects simultaneously while working under pressure to meet deadlines in a high volume fast paced office. Ability to work independently ensuring assigned tasks are completed in a timely fashion. Ability to handle sensitive and confidential information appropriately. Demonstrated ability to work effectively in a team environment with all levels of associates. Ability to deal courteously and effectively with school officials, parents, staff, and others. Demonstrated ability to supervise and evaluate staff, implement the Supporting Services Professional Growth System (SSPGS), and have thorough knowledge of PAR system. Excellent organizational, problem-solving, decision-making, oral and written communication, and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university required. Two or more years experience working in a variety of environments providing project, team management and supervisory leadership preferred. Coursework or training in project management processes, facilitative leadership, or other applicable fields desired. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Project leader for a variety of systemwide large scale projects and initiatives, such as the development of the school year calendar, security reviews, and capital improvements program, in collaboration with other internal and external offices, as required.

Composes and reviews memoranda, reports, and responses to correspondence and maintains confidentiality as required.

Supervises the CESC building services manager and provides oversight to the 11 person building services team at CESC. Supervises and coordinates the work of CESC security, including 2 security assistants. Oversees the CESC visitor management system and overall safety and security of the facility.

Working closely with the building service manager to address various building needs such as resolving office space needs, monitoring construction projects, and communicating with security personnel.
Supervises CESC building services and security staff/operations.

Leads and coordinates crisis training for CESC, such as emergency management drills and the Onsite Emergency Team.

Researches information, attends events, gathers data, and communicates with other departments to compose and edit the weekly OCOO e-bulletin.

Assists community, parents, and employees, and others in resolving a variety of problems that affect school operations.

Resolves constituent concerns.

Aligns the OCOO strategic plan with the school systems overall strategic plan through data analysis.

Prepares/oversees agenda/talking points for specific meetings and special events.

Ensures the smooth and efficient operation of all elements of the OCOO by coordinating the day-to-day office activities and overseeing the administrative support staff.

Meets with the OCOO administrative support services staff regularly to meet the needs and demands of the office and provide leadership in developing effective office organization and structure.

Assesses and responds to incidents and emergencies with the OCOO team, coordinates resources and enacts emergency plans as and when necessary, and keeps the COO informed.

Meets with and reports to the COO and the executive director daily.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
