SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Fleet Maintenance Manager plans, develops, coordinates and implements training programs to establish, maintain, and or improve job skills for employees in the Department of Transportation (DOT). Supervise five automotive bus repair garage supervisors and overall responsibility of 2nd and 3rd fleet maintenance shifts. Develops and administers training in accordance with state, federal, local and school system regulations for Transportation personnel. Supervises Automotive Parts Supervisor and oversees the DOT parts operation to ensure accurate processes and accountability. Provides indirect supervision of all fleet maintenance employees, including shop managers. The employee in this class is responsible for formulating and implementing a training program that will meet immediate and long term needs of DOT Fleet Maintenance employees. Coordinates a number of overall programs such as employee training, school bus and MVA inspections and outside contractor services. Oversees warranty process, repairs made, claims processed while assisting in cost control activities, monitoring expenditures and researching alternatives. Assist with acquisition of new vehicle purchases. Work with shop foremen to insure shop equipment is in safe and good working condition. Responsible for maintaining personal knowledge of and ensuring unit knowledge of the latest methods in vehicle diagnostics and repair, with particular emphasis on electronic systems. Enforcement of safety and security regulations while on the premises is also the responsibility of an employee in this class. Coordinates snow removal for all DOT locations and DOT's participation in snow removal at schools and other MCPS facilities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles and techniques of automotive training; knowledge, or ability to rapidly acquire such knowledge of the principles of engine, electrical, transmission, emissions and related automotive operation. Knowledge of fleet maintenance, inspection and repair programs and procedures. Ability to effectively manage and work with supervisors of all MCPS garages and provide technical advice/expertise. Ability to coordinate employee training programs and maintain training records. Ability to determine training needs and to develop and carry through to completion programs to meet those needs; ability to communicate with people; evaluate training needs. Considerable knowledge of the parts, tools, accessories, and materials used in automotive repair. Considerable knowledge and understanding of parts manuals, catalogues, and cross-reference materials. Knowledge of computerized parts inventory and control systems. Considerable skill in analyzing problems concerning all aspects of the parts room operation and recommending or implementing actions to overcome problems in the day-to-day parts operation. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. Bachelor's degree preferred. College course in transportation, management or other related field desirable. Five years' experience in the field of automotive repair and professional management experience. Other combinations of applicable education, training and experience which provide the knowledge, abilities and skills to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland State CDL license Class B with passenger, school bus, and air brake endorsements. Ability to obtain PASS UST Operator Class A and B certification within 6 months of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to lift and carry 100 plus pounds. Stand for extended periods of time, and complete work requiring considerable physical exertion.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Considerable additional hours required during weather and other emergencies.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates the following programs; school bus pre-inspection and MVA inspections, and body damage survey; school bus preventive maintenance certification; garage OSHA inspection and repair, employee in-service training; vehicle warranty; outside contractor services, i.e. radiator repair, bus seat repair and truck dealer repairs; annual garage equipment inventory. Coordinates preventive maintenance programs. Assists fleet maintenance manager by: making recommendations for additional and replacement garage equipment; making recommendations to improve economy and safety; evaluating concerns about quality of supplies and materials; acting as contact for insurance companies concerning repair of vehicles involved in accidents, evaluating inspection findings and recommending improvements in repair procedures. Assists fleet maintenance manager in preparing and reviewing specifications on all vehicle bids; training; testing and evaluating new vehicles, shop and safety equipment, and new and/or improved school bus equipment that will enhance safety aspects of the bus. Coordinates all DOT snow removal efforts at the bus depots and schools Supervise five garage supervisors and maintain overall management of 2nd and 3rd shift unit employees. Supervises Automotive Parts Supervisor and oversees the DOT parts operation. Oversees the DOT parts facilities to ensure accurate processes and accountability. Develops and directs continuous Fleet Maintenance employee training to advance their skills and knowledge. Performs related duties consistent with the scope and intent of the position.
