SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director and supervisor of the Division of Early Childhood, Title I Programs and Recovery Funds (DECTIRF), plans, manages, coordinates and oversees key operations related to Head Start (including but not limited to, Family Service Workers, Registration, Enrollment, Transportation Support, Health and Safety). The program manager will be responsible for contacts with identified staff in MCPS and will facilitate communication and exchange information with key Head Start staff in the Montgomery County Department of Health and Human Services Community Action Agency. The program manager will be responsible for implementing identified key aspects of the Head Start Program Performance Standards in the operation of the program. The program manager will be responsible for implementing the Federal Head Start Grant in Montgomery County Public Schools and serve as liaison to designated local and state committees, in alignment with federal Head Start regulations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of early childhood programming in Montgomery County Public Schools, including Head Start and prekindergarten. Knowledge of the Head Start Program Performance Standards and requirements of the Federal Head Start Grant. Knowledge of and ability to monitor the program and to participate in a federal program review. Ability to effectively communicate, orally and in writing, with students, parents, and community, governmental, and organizational leaders. Excellent human relations skills. Demonstrated ability to develop and maintain positive and effective working relationships to assure successful operations. Ability to plan and manage programs, including program records, program data, and financial accounts. Demonstrated ability to lead and motivate teams of staff and/or volunteers.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in education, human growth and development, business management or other related courses, required. Three (3) years or more experience in managing relationships with community and government partners; managing and monitoring multiple projects/programs and reporting progress through a collaborative process. Other combinations of applicable education, training and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position to be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Liaises with agencies of County government, including but not limited to DHHS Community Action Board, Early Childhood Services, Family Services, relevant divisions/offices and schools within MCPS, and non-profit/community organizations.

Provides ongoing support and oversight to Head Start programming to ensure its successful day-to-day operations and impact to students and families.

Maintains, monitors, analyzes, reports relevant data to enhance organizational effectiveness and student success.

Gathers and inputs information into the federal Head Start Enterprise System Program Information Report (PIR).

Participates in collaborative meetings, prepares and presents programmatic information and updates, both orally and in writing and provides other assistance/supports as needed.

Works collaboratively with DHHS Head Start Nurses to ensure compliance with Head Start Program Performance Standards and state requirements.

Ensures that Head Start staff, including teachers and paraeducators, receive required annual professional development and are in compliance with Head Start Program Performance Standards.

Ensures that Head Start teachers and paraeducators receive annual Health and Safety training including supervision of students.

Works collaboratively with MCPS Food and Nutrition Services to ensure Head Start classrooms follow Head Start Program Performance Standards.

Works collaboratively with DHHS- Community Action Board Head Start Program Manager to support transportation agreement with MCPS.

Develops processes and procedures for annual Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) including central enrollment activities.

Works collaboratively with Parent and Family Engagement Specialist to engage families in Head Start Program Performance Standards.
