SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, oversees and manages the energy and utilities management program for the Montgomery County Public Schools. The program involves developing, managing, and implementing programs that reduce the cost and consumption of energy and promote conservation actions and awareness; developing and initiating strategies to procure deregulated natural gas and electricity; serving as the MCPS primary expert on energy and utilities management issues and representative on interagency energy and related committees; management of both operating and capital program budgets; and supervision and leadership of the energy resource management team. An employee in this class is provided with overall goals for programs requiring innovation and creativity to develop plans and strategies that keep pace with rapidly changing developments in technologies used, trends, and goals to conserve and manage energy and utility use.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles, practices, and technology of energy and utilities management including building energy conservation technologies, facility design, energy awareness programs, and energy management systems. Knowledge of computerized energy management, measurement and verification protocols, real time utility metering and utility billing database systems. Knowledge and ability to analysis various types of data associated with energy performance and cost to develop cost-benefit analyses and other data driven analysis for decision makers. Knowledge and ability to conduct process improvement based on lean and Six Sigma principles. Knowledge of principles, practices, and procedures of budgeting, financing, engineering, procurement, and contract law. Knowledge of communication and information technologies related to energy and utility services. Knowledge of supervisory techniques-and practices. Ability to plan, and manage programs and staff. Ability to lead, motivate, supervise people including supporting their professional development. Excellent oral and written communication skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor of Science degree in Mechanical Engineering, Electrical Engineering, or a related field from an accredited college or university and five (5) years experience in managing energy and utilities management programs for a large multi-facility organization that included at least two (2) years of supervisory experience. MBA or graduate degree in engineering is desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties of the position.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must work overtime as required and occasionally attend evening or weekend Board of Education, committee, or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, develops, and manages the energy and utilities management program to implement a comprehensive energy conservation program for MCPS; develops and implements strategic plans for MCPS to achieve reductions in energy consumption and properly manage utility costs; supervises staff of unit including assigning and reviewing work, performance evaluation and feedback, resolving performance and operating problems, etc.

Optimizes the efficient energy use and cost at facilities through the review and analysis of utility consumption information and operation data; oversees utility database system that provides information for consumption; monitors and calculates energy savings at facilities.

Manages budget and expenditures for utilities and capital expenditures to achieve maximum return for the investments made by MCPS to enhance, upgrade, or develop energy conservation programs and systems; administers contracts for unit; authorizes expenditures; monitors contract performance.

Develops, implements, and coordinates the Resource Conservation Plan for MCPS that is submitted to approving authorities supporting operating budget and capital improvements program budget requests.

Researches opportunities and develops strategies and techniques that maximize benefits of energy procurement in a volatile environment created by the deregulation of utilities; procures energy supplies (e.g., natural gas, electricity).

Stays abreast of current technologies and trends in energy and utilities management to conserve energy and reduce consumption through the design and construction of buildings and building infrastructure (e.g., heating, cooling, and ventilation, lighting, plumbing systems).

Develops policies and procedures to provide guidance on energy and utility issues and strategic initiatives for MCPS. Oversees and coordinates facility surveys and inspections for energy management projects involving lighting improvements, air quality, water treatment, etc.

Coordinates with and provides expertise to other MCPS divisions and units (e.g., Construction, Plant Operations, Transportation, Food Services, and Maintenance) concerning energy and utilities management programs, projects, and the design, construction, and maintenance of school facilities.

Serves as MCPS representative and as a technical expert on interagency task forces, committees, etc. that are concerned with energy and utility management (e.g., electricity deregulation task force).

Performs other related duties as required.
