SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, public information and web services, supervises the execution of day-to-day communications tasks. Provides leadership and vision to develop communication materials and services aligned to the strategic plan. Provides strategic communications support to schools, including crisis communications support. Collaborates with other school system offices and Board of Education office to identify and provide appropriate communication strategies to advance school system goals. Evaluates effectiveness of communications products and strategies for purposes of continuous improvement.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current best practices to effectively communicate with a broad range of stakeholders and diverse audiences. Knowledge of MCPS organization and administration; extensive knowledge of communication mediums, including print, video and social media. Extensive knowledge of the communication plan development and implementation, ability to effectively work with administrators, central office staff, school staff, parents, local, state and national colleagues, to implement and monitor projects. Excellent planning, organization, management, communications (oral and written) and human relations skills. Ability to prepare papers and presentations for the superintendent and the Board of Education. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required, Masters degree preferred in communications, public relations, marketing or related discipline; 3 years experience directing staff and overseeing projects with highly developed research and proofreading skills to ensure all materials are high quality and accurate. Bilingual (any language) preferred. Outstanding managerial skills desirable. Successful experience in assessing communication needs, outreach plan development, project implementation required. Other combinations of education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in this position may be considered. Experience with state or federally-legislated public information request procedures.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates production of communications materials for system wide initiatives.

Supervises staff responsible for media relations and public outreach.

Ensures that messages are supportive of and consistent with MCPS strategies.

Ensures that employees are aware of changes and projects within MCPS.

Supervise social media outreach via LinkedIn, Twitter, Facebook, email, or direct mail, etc.

Researches media coverage of MCPS and develops strategies based on the research to improve the messaging.

Organizes and conducts system wide events, such as strategic plan forums, the Superintendent¿s Budget presentation and other multi-stakeholder events.

Collaborates with other MCPS offices and departments to develop and implement communication projects. Plans and manages effectiveness of the communication projects, implements process improvements, and disseminates information about successful practices.

Collaborates with department/division directors, develops metrics and implements specific instruments to measure customer satisfaction. Analyzes results and makes recommendations to improve communication and customer support based on analysis.

Participates in meetings on behalf of the Department of Public Information and Web Services.

Reviews correspondence and requests for information. Drafts, revises, and edits written responses to correspondence.

Performs related duties consistent with the scope and intent of the position.
