SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, implement Title III mandates of the Elementary and Secondary Education Act, No Child Left Behind Act of 2001 (NCLB Act), especially as it relates to supporting annual measureable achievement objectives for the development and attainment of proficiency in English for students participating in the English for Speakers of Other Languages (ESOL) Program. Develops and monitors processes, products and services to ensure the standardized identification, placement and exit of students in the ESOL program. Serves as a resource to assist ELL teams in identifying and documenting accommodations for students in the LEP subgroup. Provides direct support to schools on a regular basis.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to analyze ESOL student achievement data for instructional decision making. Knowledge of current research and trends in education, with special emphasis on ESOL. Knowledge of NCLB, particularly Title III requirements. Ability to work effectively with ESOL and classroom teachers, principals, and central office staff in implementing an ESOL instructional program that complies with local, state, and federal mandates. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from accredited college or university with coursework in ESOL instruction. Advanced Professional Certificate with endorsement in K-12 ESOL with a minimum of 5 years successful experience teaching ESOL required. ESOL teaching experience at the elementary and secondary levels preferred. Experience must include supporting staff in identifying, placing, and exiting students from the ESOL program; using ESOL student achievement data to support school improvement; and working as a resource to administrators & school teams in conducting & documenting ELL team meetings. Applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Highly Qualified requirements for ESOL teacher.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the position.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Specialists hired for this position will agree to return to a school-based position for two years following their rotation unless they accept a promotional position. Occasional evening and weekend work to meet deadlines related to Title III reporting requirements at the local and state levels. This position is a five year rotation.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides training to ESOL teachers and school testing coordinators in the administration of the state mandated test of English language proficiency (ELP)

Represents the Division of ESOL and Bilingual Programs at county and state meetings on state assessments

Maintains and access appropriate data bases and web based resources to monitor ESOL students test scores, and progress

Establishes and monitor processes to ensure the accurate identification, placement and exit of ESOL students via the Online Administrative Student Information System (OASIS)

Provides training and support to ESOL testing and achievement center staff at Rocking Horse Road Center

Works collaboratively with appropriate staff in the Office of Shared Accountability to update, interpret, and share with teachers and administrators the latest accommodations information (guidelines) for the LEP subgroup represented in the Maryland Accommodations Manual

Works collaboratively with appropriate staff in the Office of Shared Accountability to collect and archive data on ESOL students test scores and progress

Shares ESOL ELP test data and other local, state, and national test data with schools to assist them with data analysis and the identification of appropriate strategies for inclusion in their school improvement plans

Works collaboratively with the ESOL Supervisor in identifying strategies for training teachers and administrators in preparing ESOL students for state-mandates tests

Supports school teams in convening, conducting and completing accommodations documentation generated by ELL teams

Collaborates with appropriate staff to analyze data collected through the OASIS ESOL module elementary ESOL services logCollaborates with appropriate instructional specialists to provide training for ESOL teachers on the OASIS ESOL module

Performs related work as required.
