SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision manages and administers a well-balanced athletics program for all interested students in the senior high school. Works with coaches, sponsors, student managers and athletics department personnel in the delivery of services for an effective program including selection and care of equipment, site preparation, practice organization, participant health and safety, and coach and athletic department certification and compliance. Develops and monitors a comprehensive athletic budget and afterschool supervision plan, in collaboration with other appropriate staff members.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the MCPS policies and procedures dealing with student athletics and thorough knowledge of Title IX of the Education Amendments of 1972. Ability to organize and manage a comprehensive athletics program. Excellent oral and written communications, leadership skills, and human relations skills. Knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the performance standards that have been established for athletics specialists. Ability to utilize technology to promote and support to operations of a comprehensive high school athletics program.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university or its equivalent, preferably with course work dealing with organization and management of a comprehensive high school athletics program. Completion of the Risk Management for Afterschool Activities and Interscholastic Athletics course offered by the National Center for Sports Spectator Safety and Security (NCS4). Considerable outstanding teaching experience, preferably in MCPS, including experience as a coach or assistant athletic director; other combinations of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for an advanced professional certificate in secondary education. Completion of the following national certification requirements through the National Interscholastic Athletic Administrators Association (NIAAA): Registered Athletic Administrator (RAA) at time of hire, Certified Athletic Administrator (CAA) within the first five years of hire, Certified Master Athletic Administrator (CMAA) within the first ten years of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Expected to maximally supervise the afterschool hours of operation of the high school athletics program on a daily basis. Required to attend school meetings, programs, contests and activities outside the instructional day as mandated by the MCEA agreement, utilizing a schedule that is approved by the principal and reflects hours that maximize the afterschool supervision of the athletics program, especially when practices and contests are in session. Restricted use of leave during predetermined weeks in July and August.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Promotes the R.A.I.S.E. core values of the MCPS systemwide athletics program.

Makes suggestions for the improvement of athletic standards and procedures.

Distributes correspondence and other information to keep coaches and athletics department personnel fully informed of all regulations and standards related to athletics, including areas such as student and coach insurance and the transportation of students.

Confers regularly with director of systemwide athletics and/or systemwide athletics specialist about matters pertaining to interscholastic athletics.

Attends all regularly scheduled meetings of athletics specialists; participates in conferences, seminars and related in-service activities; represents the school in matters related to athletics.

Keeps the principal informed about county and state athletic activities as they relate to local school programs

Works collaboratively with appropriate staff members, including the administration, security team, and the extracurricular activities director to develop and supervise an afterschool safety and supervision plan, consistent with MCPS policies and procedures.

Promotes and ensures compliance with all applicable MCPS, state, and national policies and procedures regarding health and safety initiatives.

Supervises the certified athletic trainer, in coordination with the vendor supervisor and school principal, to deliver the highest level of care for student-athletes.

Manages and supervises the online registration for athletics, including coordination and communication with students and parents/guardians.

Utilizes social media applications, websites, software programs, and technological resources to promote the program and effectively communicate with all stakeholders across the program.

Meets with booster clubs, PTSA¿s, and other school or community groups to promote and gain support for the total school athletics program.
Makes contributors aware of program needs, suggesting and coordinating appropriate fundraising activities if asked to do so.

Encourages attendance and community support for all athletic activities.

Assists the principal in the selection and evaluation of coaches and athletic department personnel.

Assists with the interview process of coaches and athletic department personnel, and provides direction to coaches and athletic department personnel in program evaluation and self-assessment.

Under the direction of the principal, ensures the completion of the MCPS Coach Evaluation Form for each coach and athletic department staff member.

Manages and verifies the certification and compliance of coaches and athletic department personnel, using systemwide programs and procedures, to ensure all staff members meet MCPS requirements.

Provides direction and assistance to coaches and athletic department personnel in terms of: practices organization and management including adherence to safety standards; coaching skills and techniques; care and storage of equipment and uniforms; and relationships with the media.

Encourages coaches and athletic department personnel to attend clinics, in-service courses, conferences and seminars related to their responsibilities.

Works with coaches, student managers and athletic department personnel to assure that their responsibilities in areas such as selection and care of equipment, site preparation, practice organization, and participant safety are met within the framework of MCPS regulations and standards.

Develops and monitors a comprehensive athletic budget; maintains accurate sport-by-sport financial records; assists in preparing a detailed yearly financial report for the director of systemwide athletics; responsible for ticket accounting procedures for home athletic events.

Purchases or approves the purchase of uniforms and other equipment and maintains an inventory for budget development purposes.
Prepares a year-long athletic program with details for fall activities.

Assists in preparing maintenance requests for facilities and equipment; assists in developing practice schedules/rotations regarding facility use.

Monitors site preparation for all events held in/on athletic facilities; coordinates the use of athletic facilities by school and other agencies; assists in preparing appropriate forms to meet the requirements of the Interagency Coordinating Board.

Represents the principal at athletic events and at discussions related to facilities use when asked to do so.

Monitors indoor and outdoor facilities recommending repairs, improvements, and modifications.

Attends athletic contests when appropriate or arranges coverage and represents the principal at athletic events when requested to do so.

Attends athletic events to appraise program quality and confers with coaches and athletic department personnel to share observation results.

Confers on a regular basis with administrators and school business administrators to coordinate school athletic programs with other school activities.

Coordinates the scheduling of athletic events with the total school activities calendar; makes all necessary preparations for conducting home athletic contests.

Assists the systemwide athletics unit with the creation of schedules across the interscholastic athletics program.

Collaborates with the systemwide athletics unit to review and update the athletics handbook on an annual basis.

Performs related duties consistent with the scope and intent of the position.
