WORKING TITLE: Instructional Specialist, ELD Achievement Specialist GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, implement Title III mandates of the Elementary and Secondary Education Act, Every Student Succeeds Act (ESSA), especially as it relates to supporting annual measurable achievement objectives for the development and attainment of proficiency in English for students participating in the English Language Development (ELD) Program. Develops and monitors processes, products and services to ensure the standardized identification, placement and exit of students in the ELD program. Serves as a resource to assist ELD teams in identifying and documenting accommodations for students who are Emergent Multlingual Learners (EMLs).
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to analyze EML student achievement data for instructional decision making. Knowledge of current research and trends in education, with special emphasis on ELD instruction. Knowledge of ESSA particularly Title III requirements. Ability to work effectively with ELD and classroom teachers, principals, and central office staff in implementing an ELD instructional program that complies with local, state, and federal mandates. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from accredited college or university with coursework in ELD instruction. Advanced Professional Certificate with endorsement in K-12 ESOL/ELD with a minimum of 5 years successful experience teaching ELD required. ELD teaching experience at the elementary and secondary levels preferred. Experience must include supporting staff in identifying, placing, and exiting students from the ELD program; using EML student achievement data to support school improvement; and working as a resource to administrators & school teams in conducting & documenting ELD team meetings. Applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Highly Qualified requirements for ELD teacher.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the position.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening and weekend work to meet deadlines related to Title III reporting requirements at the local and state levels.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides training to ELD teachers and school testing coordinators in the administration of the state mandated test of English language proficiency (ELP) Represents the Department of English Learners and Multilingual Education at county and state meetings on state assessments Maintains and access appropriate data bases and web based resources to monitor EML students' test scores, and progress Establishes and monitor processes to ensure the accurate identification, placement and exit of EML students via the Student Information System (SIS) Provides training and support to English Language Proficiency testing and achievement center staff at Rocking Horse Road Center Works collaboratively with appropriate staff in the Office of Shared Accountability to update, interpret, and share with teachers and administrators the latest accommodations information (guidelines) represented in the Maryland Accommodations Manual for students who are EML Works collaboratively with appropriate staff in the Office of Shared Accountability to collect and archive data on EML students' test scores and progress Shares ELP test data and other local, state, and national test data with schools to assist them with data analysis and the identification of appropriate strategies for inclusion in their school improvement plans Works collaboratively with the ELD Supervisor in identifying strategies for training teachers and administrators in preparing EML students for state-mandates tests Supports school teams in convening, conducting and completing accommodations documentation generated by ELD teams Collaborates with appropriate staff to analyze data collected through the SIS ELD module Collaborates with appropriate instructional specialists to provide training for ELD teachers on the SIS ELD module Performs related work as required.
