SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director, assists in the operation and work of the Appeals/Transfer Team; facilitates communication, and conducts hearings and appeals related to but not limited to Change of School Assignments; student discipline; residency; athletic waivers; and Complaints from the Public. This includes monitoring hearing documentation from schools; conducting hearings; providing guidance to other hearing officers, and working collaboratively with parents, school administrators and pupil personnel workers, and other school and central based staff. Works with the director and coordinator to monitor office workflow; help review appeal reports, supervise office staff and TPT hearing officers; analyze data and write related reports; conduct training for school administrators; and serve on central based workgroups and committees, representing the Appeals/Transfer Team.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) and Maryland Stade Department of Education (MSDE) policies and procedures, including those related to disciplinary action (including as it pertains to students with disabilities and with Section 504 Plans); restorative justice practices; due process rights; mandated timelines; and procedural guidelines. Demonstrate strong organizational and managerial skills. Strong written and verbal communication skills to work effectively with staff; administrators; parents; students, and colleagues throughout MCPS. Ability to analyze and report data, using identified trends to inform appeal recommendations. Positive, effective human relations skills, especially when dealing with anxious and upset parents. Ability to adhere to mandated timelines and respond to urgent needs as they arise. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools Teacher Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in any of the following areas: general education, special education, or school administration; at least five years of school based experience with some being at a middle or high school; and training background which provides the knowledge, ability and skills necessary to perform effectively in this position. Some school based leadership experience desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets the appropriate Maryland State Department of Education certification requirements as a school counselor, pupil personnel worker, school psychologist, teacher, or administrator or supervisor.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Responds to inquiries related to student discipline, transfers, and other Superintendent level appeals.

2. Supports office secretarial staff with the assigning, coordinating, and scheduling of appeal cases and hearings.

3. Collects, monitors, and analyzes data in an effort to increase the academic achievement of all students, primarily African American and Hispanic students.

4. Works collaboratively with school and central based staff to determine appropriate resolutions to Complaints from the Public.

5. Conducts hearings for students suspended for ten days and recommended for expulsion; and prepares related reports, recommendations, and correspondence.

6. Investigates and makes recommendations regarding appeals pertaining to student, transfers, graduation, transportation, athletic waivers, residency, and Complaints from the Public.

7. Assists the director and coordinator of the Appeals/Transfer Team in supervising staff, reviewing cases with hearing officers, and managing office work flow and procedures.

8. Represents the Appeals/Transfer Team on committees and work groups.

9. Collaborates with other MCPS central based offices to support the effective and consistent implementation of Restorative Justice; Behavior Threat Assessments; Systemwide Discipline; and the development of MCPS policies and procedures.

10. Acts as a resource to support schools, staff and parents regarding student discipline and dangerous community behavior.

11. Responds to principal, parent, and staff inquiries regarding appeal policies and procedures.

12. Performs related duties consistent with the scope and intent of the position.
