SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of Division of Multilingual Education (DME), collaborates with team members, school staff, and stakeholders to develop content language amplifications in support of English Language Development (ELD). Designs professional development in support of Emergent Multilingual Learner’s (EML’s) attainment of grade level content language for Social Instructional Purposes, for English Language Arts, for Mathematics, for Science, and for Social Studies. Supports school-based staff and facilitates collaborative interactions among staff, caregivers, and students to promote effective, culturally sustaining instructional practices from an asset-based lens towards College and Career Readiness. Provides support to schools and content teams; assists with the monitoring and implementation of ELD programs; assists school personnel in assessment, data collection, and analysis of formal and informal data for use in monitoring the effectiveness of ELD programs. Collaborates with content teams to develop and deliver effective professional learning to a variety of audiences.

KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS K-12 curriculum for all types of learners. Knowledge of Montgomery County Public Schools (MCPS) Strategic Plan goals, and state and national standards. Ability to use the K-12 ELD resources in support of grade-level content curricula to support teachers in the delivery of instruction for students enrolled in the ELD program. Ability to support the implementation of ELD initiatives, K-12. Knowledge of current research and trends in ELD education with special emphasis on curriculum and instruction. Proficiency in Universal Design for Learning, effective asset-based differentiation, equitable practices, and culturally sustaining pedagogy. Ability to use web and video technology to present information and encourage collaboration and effective instruction. Ability to successfully collaborate with staff, caregivers and students to reach instructional goals. Ability to analyze formal and informal assessment data to determine the instructional needs in a specified content. Excellent organizational, oral and written communication, and human relations skills. Proficiency in the WIDA 2020 Framework and deep knowledge of Proficiency Level Descriptors. |
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree or equivalent from accredited college or university (pref. given to earned Master's with emphasis in ELD instruction and course work in curriculum development); certification in ELD instruction required; minimum 5 years successful classroom experience teaching EMLs, including using assessments to monitor student progress and plan instruction, and using technology to enhance instruction. Knowledge of current research, theory, and best practices in curriculum development, assessment and instruction for EMLs. Experience developing K-12 content amplifications using a functional language approach. Knowledge of culturally sustaining teaching approaches and materials. Ability to work collaboratively to edit curricular documents and assessments. Experience teaching across disciplines and with diverse populations. Successful experience developing and supporting curriculum implementation. Successful experiences in developing, coordinating, and leading engaging professional development. Applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.Certificate License:Meets Maryland State certification requirements in ELD. |
EXAMPLES OF DUTIES AND RESPONSIBILITIES: Plans and conducts professional development for instructing EML students in collaboration with instructional specialists and other MCPS offices/ departments using best practices aligned to professional learning standards. Participates in all committees and meetings to support school initiatives for EML students. Edits pilot course proposals and reports for school courses. Represents the needs of EML students, from an asset-based lens, on committees and work groups that investigate differentiation, appropriate intervention strategies, accommodations, and grading and reporting guidelines. Develops curriculum resources and supports the implementation of the MCPS Curriculum Resources. Meets with ELD teachers to analyze formal and informal data to facilitate appropriate instructional decisions for programming, scheduling, and instructional practices for EML students. Provides support to schools related to scheduling and effective, asset-based, instructional strategies for EMLs. Plans and facilitates sessions at countywide ELD teacher meetings for teacher of EMLs and teacher leaders. Collaborates with DME, content teams, school staff, and caregivers to develop and support implementation of the grade-level content curriculum and its supporting ELD resources. Serves as language development expert on a content team developing and supporting effective use of curriculum, instruction, and professional development resources in support of EMLs. Uses web and video technology to help support effective implementation of the specified content area. Uses knowledge of Universal Design for Learning, effective asset-based differentiation, equitable practices, and culturally sustaining pedagogy to design and implement curriculum that is accessible and engaging for all learners. Works closely with school staff to support effective implementation of ELD and effective instructional. Observes, analyzes and supports effective instruction of ELD programs. Provides consultative services to school-based staff to support EML student achievement of the MCPS core content curricula with academic language development as an area of focus. Reviews field appropriate literature and research studies, disseminates instructional best practices in a specified content that develop content knowledge and skills, critical and creative thinking, and academic success. Evaluates findings and suggests recommendations to improve existing programs, products, and services. Prepares draft communications, responses, and presentations. Evaluates and selects instructional materials and textbooks. Understands and applies the six performance standards established for the MCPS Teacher Professional Growth System (TPGS). Performs related duties consistent with the scope and intent of the position. |
