WORKING TITLE: Instructional Specialist, Compliance GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists in continuous monitoring of compliance with state and federal regulations; assists in the development, coordination, and implementation of professional development related to compliance with local, state and federal regulations; resolving parent complaints, mediation, and/or resolution sessions; assists with investigation of complaints filed with MCPS and the Maryland State Department of Education. Provides technical assistance to schools and parents relating to the MCPS regulation and processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization of Montgomery County Public Schools (MCPS) and MCPS policies and procedures. Knowledge of the Code of Maryland Regulations (COMAR) (13A.05.05); and other legislation that impacts; and Board Policy ACA. Demonstrated ability to work cooperatively with staff, parents, and students to resolve disputes. Demonstrated leadership ability to collect and analyze data, work with databases, prepare data reports, and other correspondence. Ability to exercise independent initiative to perform both original and recurring assignments. Ability to analyze formal and informal data to determine the short and long-term actions. Excellent organizational, oral and written communication, time management, project management, and human relations skills. Strong mediation and presentation skills. Highly skilled in using MS/Office, Word, Excel, and PowerPoint software and knowledgeable about current MCPS technology.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in human resources, education, or a related field. Demonstrated experience with data monitoring, developing and conducting professional development. Demonstrated ability with collaborative communication skills to facilitate mediation. A minimum of three years experience with organizational communications, public relations, and community relations desirable. Experience in developing and presenting professional development opportunities. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements for elementary or secondary education.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) As required by the duties and responsibilities of the job. Attendance at evening presentations, Board of Education and other school system meetings may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports the coordinator in projects and studies related to school support and improvement, job-embedded professional learning, and other MCPS initiatives.

Supports school-based instructional leaders as they develop and maintain professional learning communities as a vehicle for school improvement.

Collaborates with other offices and teams to support and provide professional learning related to compliance.

Monitors/audits system-wide data relating to compliance indicators.

Inputs data, prepares reports, analyzes data from Excel and/or Access databases.

Analyzes data reports, to determine trends, and school system needs.

Develops and implements professional development based on system needs.

Responds to requests for technical assistance from parents and MCPS staff regarding state and federal regulations.

Coordinates the investigation into Maryland State Department of Education Complaints, assists with follow up activities.

Coordinates and facilitates mediation sessions with parents and staff relating to compliance.

Collaborates with the office of the General Counsel.

Investigates parents complaints.

Drafts correspondence relating to the above activities.

Attends meetings and serves on committees as designated by the coordinator.

Assists the unit in implementing Strategic Priorities for the Montgomery County Public Schools.

Coordinates activities and serves as liaison to department units, other central offices, the community, and the Maryland State Department of Education.

Performs related duties consistent with the scope and intent of the position.
