WORKING TITLE: Instructional Specialist, Student Assessment Data Specialist GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the supervisor, works collaboratively with other central office staff to provide a primary line of support to principals, teachers, and other school-based staff for the effective use of the student assessment data platform. Provides expertise to assist central office staff and school-based staff in implementation and administration of assessments, analysis, and reporting of student data using the student assessment data platform. In conjunction with other offices, identifies and coordinates training of school based staff and central office. Co-develops effective communication processes to ensure strong and responsive support Is provided for use of the platform. Assists school personnel in assessment, data collection, and analysis of formal and informal data use in targeting and monitoring the effectiveness of instructional practices, academic interventions, curriculum, and professional development. Collaborates with appropriate offices on the development of professional resources to align with needs identified through the use of the platform.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization of Montgomery County Public Schools (MCPS) policies and procedures. Extensive knowledge of measurement, assessment, testing protocol, curriculum, professional development and school grading programs. Extensive knowledge of the use of data to impact instructional and professional learning. Ability to build the capacity of staff to analyze student achievement data for instructional decision-making. Excellent, organizational, oral and written communication and human relations skills. Knowledge of MCPS curriculum initiatives in education with special emphasis on evidence of learning progress measures. Ability to exercise independent initiative to perform both original and recurring assignments. Understanding of technical requirements for online student data assessment platforms. Highly skilled in using MS/Office, Word, Excel, and PowerPoint software and knowledgeable about current MCPS technology. Ability to acquire knowledge of and meet the six performance standards that have been established for the MCPS Teacher Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with course work in student data analysis preferred. Five years of successful experience as a classroom teacher. Experience planning and implementing professional development experiences for school-based staff and making presentations to multiple stakeholders. Experience analyzing and interpreting data. Demonstrated success with applying data to make curricular and instructional decision-making. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements for elementary or secondary education. Administration I (ADMI) certification preferred. Completion of OAT I or II, or completion within one-year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening presentations, Board of Education and other school system meetings may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists principals, school leadership, grade level and content teams with the analysis of relevant data, root cause, and next steps for increasing student achievement.

Meets with grade-level teachers and/or departments regarding student achievement teaching strategies and professional development.

Assists with troubleshooting or improving use of student assessment data management platform products and features.

Works with curriculum and applied research staff to evaluate reliability and validity of student assessments.

Helps coordinate the vision for the development of mandatory and available assessments across all content areas to meet the needs of teachers as they adjust instruction to meet the needs of all students.

Performs quality assurance on assessment and answer keys.

Communicates and shares best practices with principals and their leadership teams.

Provides reports and support to school leadership teams in disaggregating data to create and implement intervention plans and tiered interventions to support and progress monitor student growth and achievement.

Leads and/or guides staff in continued professional development for assessment and accountability functions.

Performs related duties consistent with the scope and intent of the position.
