SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of Foundation Supervisor, the Instructional Specialist is responsible for working with central services and school based staff, industry and postsecondary stakeholders to support career and technical education (CTE) programs, specifically those associated with the development and implementation of hospitality, tourism, and restaurant management programs that are aligned with local, state, and national industry standards for certification programs. PHYSICAL DEMANDS: Must be able to move materials/equipment weighing up to 100 pounds as required by the Foundation program. SPECIAL REQUIREMENTS: Some weekend and evening meetings, events, and field trips may be required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Understands the benefits and structure of CTE programs and related curriculum, in addition to the related MCPS policies and regulations. Understands the mission of the Foundation for Hospitality and Restaurant Management (FHRM). Possesses knowledge of the concepts, strategies, and best practices in the development and implementation of CTE and Foundation programs. Comprehends school and classroom organization in order to meet the needs of a wide range of learners to provide 21st century skills. Has the ability to work and communicate with business partners, MCPS administration, school-based staff, and all stakeholders. Exhibits an understanding of College and Career Readiness programs and the development of articulation agreements with post-secondary institutions and business partnerships. Demonstrates excellent planning, organizational, management, and oral and written communication skills. Prioritizes and manages several tasks simultaneously. Possesses thorough knowledge of the various aspects of business and marketing, consumer service principles, tourism and travel geography, lodging management, and the food service industry.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree (or equivalent) from an accredited college. At least five years of successful secondary teaching. Industry experience or experience in hospitality, tourism, restaurant management, or related consumer service areas that support the Hospitality and Restaurant Management Foundation preferred. Successful completion of Observing and Analyzing Teaching I (OAT) preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for an Advanced Professional Certificate in Secondary Education and has the ability to gain industry certifications in their specialized industry area(s).

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Serves as a liaison between hospitality and restaurant management teachers and the Foundations Supervisor at each program site and the appropriate school-based staff. Meets regularly with school staff at program sites to support program implementation. Meets regularly with the Foundations Supervisor. Assists the Foundations Supervisor with the establishment of industry, community, and educational partnerships. Works with the national certification organizations to ensure efficient deployment of standards. Supports instructors in the various areas, including classroom organization and management; selecting, locating, and securing instructional materials and equipment needed for the CTE and Foundation program implementation; and self-evaluation, self-improvement, and evaluation of program. Fosters a cooperative relationship between program instructors at all program sites. Confers with Principals, Resource Teachers/Department Chairpersons, and the Foundations Supervisor regarding requirements for program implementation. Participates in interviewing and selecting prospective teachers for Foundations Office programs. Provide input to Foundations Supervisor related to observations of Foundation teachers’ evaluations when requested. Observes classes to appraise program quality and confers with teachers about observations when requested. Plans and implements staff development activities with the program teachers. Arranges for career development activities with local businesses and suppliers as well as workplace opportunities. Stays informed of new trends and programs in the respective fields of responsibility. Participates in in-service activities related to duties. Assists Foundations Supervisor in the selection and development of appropriate curriculum for CTE and Foundation programs. Creates and updates documents required by supervisor related to CTE programs and/or Foundation Programs. as requested. Facilitates articulation agreements with local colleges and professional organizations. postsecondary opportunities in their respective fields of study. Coordinates the logistics and schedule of the Hospitality Foundation business model. Manages CTE and Foundation program. Works with corporations, non-profits, and individuals to secure donations of equipment and other material for instructional use and student projects and events. Maintains CTE and Foundation program material/equipment inventory. Manages record-keeping of industry certification testing procedures and results. Maintains FHRM websites. Works with vendor representatives and suppliers. Collaborates with the Foundations Supervisor, develops career development activities including work-based student experiences and industry visits/seminars. Coordinates summer curriculum workshops and professional development for instructors. Markets the CTE and Foundation programs students, parents, staff, administrators, counselors, and all stakeholders. Prepares and organizes events, including but not limited to, catering events, career day, recognition ceremonies, and industry visits. Develops, submits, and monitors guidelines related to Carl D. Perkins grant. Arranges for acquisition and provisioning of equipment and instructional materials purchases derived from Perkins grants. Assists the supervisor with the agenda preparation and materials for the monthly Foundation board meetings. Performs related activities as identified.
