WORKING TITLE: Instructional Specialist, Title IIA GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the director of the Department of Professional Growth Systems in planning and implementing courses and training. Through training and professional development, the instructional specialist provides supports to staff related to system-wide goals, priorities and initiatives. The instructional specialist plans, develops, and implements opportunities for professional learning including, but not limited to effective curriculum planning, motivating and engaging students, managing a positive learning environment, matching instructional strategies to best meet the needs of all students. The specialist performs a wide variety of professional development roles, including, but not limited to: trainer, coach, consultant, resource provider, facilitator and project manager. This is a yearly grant-funded position which reports directly to the director of the Department of Professional Growth Systems.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Understands and demonstrates highly effective instructional strategies; knowledge of MCPS curriculum and various forms of assessment, including analysis of data; experience planning, delivering, and monitoring both face-to-face and online professional development for adults; strong and engaging skills as trainer, facilitator, and coach; interest in and ability to work collaboratively on a high performing team. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with emphasis on teaching, curriculum, and/or instruction; minimum seven years successful teacher level experience; Extensive outstanding experience as a classroom teacher; demonstrated leadership in equity, supporting teachers, the school improvement process, and/or system goals and initiatives; experience in planning and delivering staff development for adult learners; excellent human relations skills. Successful completion of SST1 or OAT1.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds a current Maryland state standard and advanced professional certificate in a teaching area.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials/equipment to and from different training sites.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent need to shift schedule to accommodate training after hours and on weekends. May be required to attend evening Board of Education meetings, district meetings and state level meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Plans, coordinates and facilitates professional development and training for teachers.
2. Gives feedback and evaluates professional learning plans for Title IIA non-public institutions
3. Project management, including developing time lines, organizing logistics, and assembling materials for courses and training session.
4. Monitors the professional development plans for the Title IIA Grant.
5. Serves as a liaison and monitors various MSDE programs.
6. Problem-solving/decision-making to support the goals of the grant and the Department of Professional Growth Systems.
7. Performs related work and other duties as required.
