WORKING TITLE: Instructional Specialist, Division of Business, Fiscal and Information Systems Support to the Director GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Division of Business, Fiscal and Information Systems, consults with administrators, special education supervisors, and school-based staff members regarding the financial resource needs of schools to effectively program for students with disabilities. Works collaboratively with central services and school-based administrators and teachers to assist with fiscal and staffing concerns and processes. Oversees, clarifies, maintains data, problem-solves concerns, initiates, and supervises all processes involving allocations for critical staffing. Supports the planning and development of meetings, presentations, budget, staffing, and grant planning. Updates budget and staffing documents, maintains staffing data, and provides research and reports to support objectives. Reviews the state performance plan and audit findings provided by Maryland State Department of Education. Serves on a variety of central services committees. Supports the director and the Office of Special Education in a variety of task as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization of Montgomery County Public Schools (MCPS) and MCPS policies and procedures. Knowledge of the Code of Maryland Regulations 13A.05.05; the Individuals with Disabilities Education Act (IDEA); the Americans with Disabilities Act; Every Student Succeeds Act; other federal/state legislation that impacts students with disabilities; and Montgomery County Board of Education (Board) Policy IOB, Education of Students with Disabilities. Thorough knowledge of the continuum of MCPS services and the procedures for students with disabilities. Ability to use the Maryland Online Individualized Education Program (MOIEP), Microsoft Office, Excel, FileMaker, Access databases, and PowerPoint. Demonstrated ability to develop and maintain databases to plan for and monitor staffing allocations, updates and changes. Knowledge of the Office of Human Resources and Development procedures as they relate to itinerant paraeducator staffing. Knowledge of budget development and MCPS budget priorities. Ability to write a variety of documents and memoranda. Experience with planning and implementing professional learning activities. Ability to manage multiple projects and responsibilities. Demonstrated excellent written, organizational, interpersonal and human relations skills. Understanding of MCPS organization, operations, goals, and priorities.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or equivalent in special education or related field; five years successful classroom experience; course work or experience in administration and supervision preferred. Demonstrated experience with data monitoring and analysis; developing and conducting professional development. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Certification requirements for special education teacher or related field preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening presentations, Board and other school system meetings may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Inputs and analyzes data and prepares reports from MOIEP, Excel, Access, and FileMaker databases. Determines trends and school system needs based on data reports. Develops and implements professional learning based on system needs. Attends meetings and serves on committees as designated by the director. Assists the division in writing and implementing strategic plans and writes multiple types of documents. Maintains timelines for processes and projects to ensure timely preparation and implementation of required work. Develops data reports to inform staffing and budget decisions. Coordinates activities and serves as a liaison to department units, other central services, and performs other duties as required.
