SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Supervisor, Employee Recruitment and Retention Team, the Recruitment Specialist supports the efforts of the district in attracting, hiring the highest quality diverse workforce. The Recruitment Specialist develops, organizes, articulates, executes, and monitors a strategic equal opportunity recruitment plan that includes talent acquisition, selection, and onboarding to develop and maintain pool of qualified teachers of diverse backgrounds, have experience working in schools highly impacted by poverty, and of mental health professionals. Develops metrics directly associated with meeting hiring goals. Establishes relationships with higher education partners, local, state, and national organizations as well as business partners to expand the pool of mental health recruits. Utilizes data-driven decision-making processes during the recruitment and staffing season to assess progress toward targeted goals. Creates and tracks metrics in relation to hiring needs to monitor and alter recruitment approaches for continued employee acquisition.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of local, state, and federal laws, rules, and regulations related to the recruitment and selection of employees. Knowledge of human resources practices, employment and labor laws. Demonstrated knowledge and skills in data analysis, tracking and reporting. Demonstrated ability to strategically and innovatively recruit qualified candidates for specialized positions. Knowledge and experience in mental health wrap around services, student social emotional learning, and schools impacted by poverty. Extensive knowledge of the skills and experience needed for schools with high concentrations of poverty and for mental health services positions. Ability to establish, monitor, and meet quarterly and yearly HR metrics associated with recruitment goals. Skilled use of traditional and non-traditional as well as passive and active recruitment measures. Effective use of data driven decision making skills. Demonstrated ability to work collaboratively with teams and departments. Excellent oral and written communication and presentation skills; interpersonal and organizational skills. Ability to operate individually, employ solid decision-making skills, prioritize, plan and execute multiple assignments. Familiarity with Human Resources business systems, mainly Applicant Tracking Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in mental health, psychology, social work, education, human resources, personnel administration, or other related fields; Master¿s degree preferred. A minimum of three to five years of proven experience as a recruiter, human resources officer, or in education, some of which has been in a large organization. Experience in developing recruitment and hiring metrics and/or a strategic action plan to meet goals. Extensive experience with establishing and maintaining relationships with outside and partner organizations. Experience with presentations to small and large groups. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: PHR, SPHR, or other Human Resources professional certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Lifting of recruitment materials, sometimes weighing approximately 15-35 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including evening/weekend meetings, and recruitment events, especially during the months of November- May and July- August due to the recruitment and hiring season. Over-night travel is required, local and international.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Under the direction of the Supervisor, Recruitment and Retention Team:

Assists with analyzing hiring, retention and termination trend data to identify future hiring needs in order to develop and implement a recruitment strategy with a strong focus on the recruitment of diverse teachers, teachers for high poverty schools, and mental health professionals.

Establishes and maintains strong, positive working relationships with hiring managers to support hiring candidates.

Develops, implements, and manages recruitment data collection systems.

Provides training and support to the recruitment and staffing coordinator teams.

Assists with both short and long-range planning and implementation for the improvement of the recruitment strategic plan and processes.

Uses human resources technology and information systems.

Establishes outreach and communication protocols and procedures to engage new teachers.

Engages with current staff to identify opportunities for creative recruitment of typically difficult to fill positions.

Utilizes virtual mediums as part of a recruitment plan.

Plans, organizes, and attends external internal recruitment trips and activities.

Establishes initial contact with candidates at recruitment events and conducts pre-screening interviews.

Regularly communicates with student interns and employees in MCPS partnership programs to ensure they are moving toward acquiring positions that align with their degrees.

Supports with establishing new and existing relationships with local, state, and regional organizations, higher education institutions, and local business to support staff who are relocating to work in MCPS.

Develops supporting materials to communicate the employment brand.

Collaborates with local businesses, and outside organizations.

Develops and maintains a partnership with the MCPS Office of Student Family Support and Engagement, Title I Programs, and the Equity Initiatives Unit to strategically plan for staffing needs.

Partners with new employee onboarding staff to ensure that the transition to MCPS is efficient and positive.

Maintains a relationship with new hires throughout their first year to monitor satisfaction and connect to available support as needed to support retention of these employees.

Performs other related duties consistent with the scope and intent of the position.
