SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director, facilitates, supports and monitors the implementation of the Montgomery County Public Schools (MCPS) Student Leadership and Extracurricular programs to identify, and develop student leadership and extracurricular programs and resources at the local school, system, and community levels. Coordinates and provides training to student leadership and extracurricular activity sponsors, students, parents, and community representatives as they relate to the MCPS student leadership and extracurricular activity programs. Serves as an advisor for districtwide leadership and extracurricular activity programs as needed; and promotes the MCPS strategic plan. Serves as a liaison to community organizations and other MCPS offices, departments and units.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS policies and regulations and strategic priorities; knowledge of MSDE requirements related to student service learning, school leadership programs, and extracurricular activities. Outstanding facilitation, organizational technological and management skills. Ability to exercise independent initiative to complete assignments. Excellent oral and written communication skills; positive human relations skills; strong problem solving, teambuilding, and cooperation skills. Ability to articulate the office and department goals and objectives of the student leadership and extracurricular activity programs and the alignment with MCPS strategic priorities. Thorough knowledge of MCPS districtwide student leadership and extracurricular activity programs, to include their school based counterparts, Montgomery County agencies and community organizations and their partnership with MCPS. Ability to plan, lead and support student facilitated activities at the school base and districtwide level. Ability to plan and implement workshops and adult learning and professional development opportunities for small and large groups. Ability to initiate and support the development of student leadership and extracurricular programs and events for both the school and districtwide programs. Demonstrated skill as an effective mentor to student leaders and school and districtwide staff.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with emphasis in student support and assistance, human growth and development, or educational program and policy development. Three years or more experience as a school administrator or teacher preferred. Demonstrated leadership experience developing, implementing and evaluating student leadership and extracurricular activity programs, and planning and conducting training and/or professional development. Demonstrated experience leading, mentoring, coaching and nurturing student leaders. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds a current Maryland state standard and advanced professional certificate in a teaching area.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assesses needs for student leadership and extracurricular activity programs, student service learning and volunteer programming, in collaboration with the director, school based staff, community partners and other offices, to assure availability of diverse opportunities for all students.

Collects, monitors, and analyzes data in an effort to increase student engagement through student leadership, service learning, and extracurricular activity programs for all students.

Promotes student leadership and extracurricular activity programs for a diverse student population with a focus on under-represented students.

Leads and maintains liaison with all school based student leadership and extracurricular activity programs staff, through meetings and providing information, feedback and support.

Assists in the designs and development of student leadership and extracurricular activity programs and provides feedback to assure high quality student leadership and extracurricular activity program options at all school levels.

Plans for and coordinates the student leadership and extracurricular activity programs, with other MCPS programs and services, and community organizations.

Supports planning and coordination of the student leadership and extracurricular activity programs, in collaboration with the director and instructional specialist for Student Leadership, Student Service Learning, and Volunteers.

Collaborates with community based organizations, agencies of county government and other partners in implementation of the student leadership and extracurricular activity programs.

Reviews the student leadership and extracurricular activity programs regularly, and plans for and carries out improvements.

Conducts school site visits, and shares information with student leadership and extracurricular activity programs leaders and sponsors, and other school-based staff as appropriate.

Disseminates information and provides training for students, parents, student leadership and extracurricular activity program staff and others related to student leadership and extracurricular activity programs.

Maintains an electronic database of student participation in the student leadership and extracurricular activity programs.

Develops reports and other communications to provide information, data, and data analysis related to both the effectiveness of the student leadership and extracurricular activity programs, and its impact on student outcomes.

Assists and supports the continued implementation of partnerships to promote student leadership and extracurricular activity programs, ensuring participation and representation with a focus on culturally diverse students.

Initiates and supports student leadership and extracurricular activity programs at the school and district level as needed.

Serves on MCPS, county, and state committees and workgroups, as assigned.

Coordinates conferences, meetings and other professional development opportunities for SGA advisors, SSL coordinators, volunteers and other audiences.

Serves as an informational liaison relative to student leadership and extracurricular activity programs, related student issues, and promoting student voice.

Assists in updating and reviewing the MCPS Student Engagement, Student Leadership, Student Service Learning, and Volunteer websites.

Performs related duties consistent with the scope and intent of the position.
