Instructional Specialist, Test Administration Specialist

WORKING TITLE: Instructional Specialist, Test Administration Specialist GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, implements, coordinates, and supports the administration of federal, state and local testing programs in Montgomery County Public Schools including the Maryland Comprehensive Assessment Program, the Maryland alternate state assessments, the National Assessment of Educational Progress (NAEP), and the PSAT and SAT school-day assessments. Coordination of these assessments includes preparing registration files; training, mentoring and collaborating with school test coordinators; and monitoring online testing platforms before, during, and after test administrations. Collaborates with and supports school and office staff around test implementation, analysis and interpretation of student scores, and the use of test data. Supports annual testing documentation audits.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization of Montgomery County Public Schools (MCPS) policies and procedures. Extensive knowledge of the Maryland Accommodations Manual and the Maryland Online Individual Education Plan (MOIEP) system. Strong familiarity with state-mandated assessments. Excellent organizational, oral and written communication, and human relations skills. Experience presenting information to large audiences (e.g. explaining assessment findings and testing data to administrators, teachers, and parents). Ability to work effectively in a team environment with colleagues, senior staff, and community members. Strong planning and project management skills and the ability to work across multiple projects while negotiating competing deadlines.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in student assessment analysis and/or special education is preferred. At least three years of experience as a school test coordinator or similar role with experience in the administration of school wide assessments such as the Maryland Comprehensive Assessment Program (MCAP) and/or Measures of Academic Progress (MAP). Experience planning and implementing professional development experiences for school-based staff and making presentations to multiple stakeholders. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises and coordinates the administration of system wide state and local assessments, including STC trainings and testing window support.

2. Ensure that all state and local assessments are administered in accordance with the Code of Maryland Regulations (COMAR).

3. Conducts optional trainings and work sessions for STCs.

4. Reviews all manuals and documentation related to new and ongoing assessments.

5. Creates resources for STCs that include organizational tools and teacher training materials.

6. Maintains online documentation and reference materials.

7. Supports online testing issues and coordinates resolution with the Office of Technology and Innovation, the Maryland State Department of Education and the state assessment vendors.

8. Provides technical assistance to other teaching and supervisory staff in interpreting test scores and effectively using test data.

9. Mentors new School Testing Coordinators (STCs).

10. Serves as the backup Local Accountability Coordinator to the Maryland State Department of Education (MSDE).

11. Assists with investigations into testing irregularities as directed by the Supervisor of the Testing and Reporting Unit.

12. Audits school based practices through site visits and documentation collection.

13. Organizes and manages several tasks or projects with concurrent, time-sensitive deadlines.

14. Supports and supervises assessment office administrative tasks including home report preparation, online session management, data quality checks and preparation of training resources.

15. Performs related work as required and other duties as assigned.
