Instructional Specialist, Systemwide Professional Learning

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the coordinator, Districtwide Professional Learning, the instructional specialist, a one-year position (with potential for extension) funded by the Maryland Leads grant, supports the development, design, and implementation of systemwide professional development for teacher leaders, teachers and other Montgomery County Public School (MCPS) staff members. The instructional specialist will support and provide professional development that aligns with the system strategic plan, priorities, and initiatives and is grounded antiracism and equitable teaching and learning. There is a significant component of coaching and supporting the development, implementation and evaluation of learning teams and providing job-embedded learning opportunities to increase job effectiveness and employee satisfaction, and improving student learning. Under direction of the coordinator, the instructional specialist will perform and support professional development work including, but not limited to: training, coaching, consulting, and serving as a resource, facilitator. The instructional specialist assists the coordinator by overseeing learning teams; evaluating the effectiveness of professional development content and methods; and assessing the ongoing impact to school communities, participating staff members and student learning. The instructional specialist works collaboratively with school- and office-based staff and MCPS leaders to make appropriate adjustments in the program to improve and maximize its effectiveness as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: A strong instructional leader with the ability to design, develop, conduct and/or facilitate presentations/trainings; demonstrated knowledge of best practices in a variety of leadership methods. Thorough knowledge of MCPS Strategic Plan and priorities. Knowledge of adult learning theory, effective differentiation, equitable practices, and culturally relevant practices. Strong and engaging skills as a coach, trainer, and facilitator; interest in and ability to work collaboratively on a high performing team. Knowledge of the school improvement process, including conducting a root cause analysis, identifying an appropriate instructional focus, developing, implementing and monitoring a professional learning action plan, collecting and analyzing a variety of data to monitor progress. Ability to successfully collaborate with staff across offices and schools. Ability to analyze formal and informal data to set goals and action plans. Excellent organizational, oral and written communication, time management, project management, and human relations skills. Strong presentation skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university with emphasis on teaching, school leadership, curriculum, and/or instruction; at least three to five years of outstanding teacher level experience. Master's degree preferred. Demonstrated experience in equity, coaching, supporting teachers and school improvement. Demonstrated experience in designing and delivering professional learning for adult learners; excellent human relation skills.
CERTIFICATE AND LICENSE REQUIREMENTS: Current Maryland state standard and advanced professional certificate in a teaching area required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be able to move materials/equipment to and from different training sites.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports the design, development, and implementation of professional learning for school-based staff and supports central offices in their delivery of professional learning to schools that is aligned to the system priorities and improves job effectiveness and employee satisfaction for the purposes of improving student learning in schools.

Assists with cross-office work among central services staff to ensure aligned resources and support to offices and schools.

Assists central services staff to develop and implement learning progressions that align with system priorities.

Assists coordinator in providing coaching support to both central office and school-based learning teams including the development and evaluation of the teams.

Assists in building professional learning teams through leadership team and executive staff meetings, retreats, institutes, and other professional growth activities.

Under direction of the coordinator, researches, writes, edits, and reviews correspondence and prepares communications relevant to the work.

Performs other duties as assigned.
