Instructional Specialist, Virtual Academy Hybrid Scheduling

WORKING TITLE: Instructional Specialist, Virtual Academy Hybrid Scheduling GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Virtual Academy deans, coordinates and manages the scheduling needs for hybrid instruction for elementary, middle, and high schools through the Virtual Academy. Additional responsibilities include outreach, enrollment, sectioning, articulation, and assessment. Works collaboratively with school administrators, school staff, and central office staff to ensure equitable access and opportunity to MCPS courses for all students. Provides direct support to hybrid teachers and home schools on a regular basis. Consults with school staff about the academic and scheduling needs of students. Implements professional development for hybrid teachers and school teams in collaboration with other offices to ensure that students receive appropriate instructional programming. Assists with the monitoring and facilitation of protocols for home schools and Virtual Academy staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of K-12 school scheduling, curriculum pathways, grading and reporting standards, virtual instructional strategies for students in grades 4-12. Ability to interpret informal and standardized assessment data. Knowledge of current research and best practices about cultural proficiency and equity that impacts equitable educational programming leading to access and opportunity for students. Knowledge of curriculum, acceleration and enrichment, student articulation, and student enrollment process. Outstanding organizational, facilitation, and management skills. Excellent oral and written communication skills, human relations, and technology skills. Ability to efficiently and effectively design and deliver presentations to a variety of stakeholders. Ability to work and communicate effectively with diverse student and parent populations, school administrators, and school staff. Ability to collect, analyze, and synthesize data using Performance Matters, Synergy, and spreadsheets. The candidate must be proficient with Zoom, Canvas, Outlook, Google applications, and other instructional technologies.
EDUCATION, TRAINING, AND EXPERIENCE: Master's or Master's Equivalent (MEQ) from an accredited college or university with emphasis on teaching, school leadership, curriculum, instruction, and/or instructional technology; minimum of five years outstanding teacher level experience; demonstrated excellence in use of instructional technology. Staff development teacher, resource teacher, team leader, department chair experience, or equivalent central office leadership desired. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds a current Maryland state standard and advanced professional certificate in a teaching area. Certification requirements for administration/supervision desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional attendance at evening meetings. The staff member will be required to report to an in-person location to fulfill some of the job responsibilities.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Develops a system of monitoring to ensure successful implementation of the established instructional program.
2. Works with stakeholders to deliver timely and accurate information about hybrid instruction options.
3. Collaborates with Virtual Academy administration to coordinate master scheduling for hybrid instruction.
4. Collaborates with school teams to schedule, support, and monitor hybrid instruction.
5. Coordinates instructional recommendations and articulation of students enrolled in hybrid instruction.
6. Provides and coordinates customized training and skill-building opportunities for virtual academy employees providing hybrid instruction in using interactive technologies to facilitate improvement of teaching and learning, monitor hybrid instruction, and facilitate communication.
7. Coordinates the communication and implementation of plans for hybrid students with special needs (i.e., GT, ELL, special education) to ensure that the instructional program meets their needs, specifically through the integration of innovative technologies.
8. Demonstrates exemplary written and oral communication skills.
9. Applies knowledge of current research to practice and models a variety of research-based best practices.
10. Manages projects and establishes procedures to fulfill responsibilities and improve the countywide program.
11. Proactively problem-solves issues related to hybrid instruction.
12. Facilitates face-to-face and online meetings.
13. Gathers and analyzes achievement and outcome data related to hybrid instruction participation.
14. Responds and communicates effectively to schools and other stakeholder groups about the various processes for hybrid programming.
15. Collaborates with other MCPS offices by serving on system-wide committees and project workgroups.
16. Engages in and provides ongoing professional development to support the continuous improvement of system initiatives (technology, curriculum, instructional practices and cultural proficiency).
17. In alignment with MCPS core values, effectively supports work around equitable, culturally responsive instruction with the goal of ensuring academic success is not predictable by race, ethnicity, gender, socioeconomic status, language proficiency or disability.
18. Understands and applies the six performance standards established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
