SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Supervisor for Work Based Learning (WBL), the Specialist is responsible for working with the Department of College and Career Readiness and Districtwide Programs, MCPS schools and employers in Montgomery County to support the development, implementation and expansion of Work Based Learning programs. This grant funded Specialist position is for a one-year term and aligns directly with the goals of the Maryland Leads Grant to expand infrastructure and operations to provide robust opportunities for students to engage in WBL Internships and Apprenticeships with industry partners.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and understanding of how to develop professional, effective internship and apprenticeship models that foster collaborative partnerships between employers and educational entities. Ability to proactively engage with employers, industry partners, business intermediaries and workforce development boards to collaboratively identify how high school students would support the organization's workforce development needs, while simultaneously helping students develop career readiness skills through real world experiences. Knowledge of federal, state and local labor laws, industry employment standards and Fair Labor Standards Act for employment of minors under 18 years of age. Outstanding facilitation, organizational, technological and management skills. Ability to exercise independent initiative to design, implement and analyze data to advance projects and assignments. Excellent oral and written communication skills; positive human relations skills; strong problem solving, teambuilding, and collaboration skills. Ability to plan and implement workshops for students and adult learners, for small and large groups. Thorough knowledge of MCPS policies, regulations and strategic priorities.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required from an accredited college or university. Master's degree preferred. Training and/or certification in workforce development preferred. Experience in labor market analysis and equity initiatives to support career advancement and employer experiential learning opportunities for underrepresented youth. Experience in both education and business environments desired. At least 3 years of experience in program development and implementation, with demonstrated success in program planning, organization, and coordination and experience with multiple internal and external stakeholders. Experience in business management, workforce development and/or human resources preferred. Experience in working with employers, government agencies and non-profit community organizations to identify current and future workforce needs. Proficient knowledge of Maryland Department of Labor Apprenticeship standards and application process for an employer to become a youth and/or registered apprenticeship sponsor.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements a partnership strategy to establish and expand partnerships for WBL programs.

Engages with employers, employer intermediaries and workforce development boards to identify current positions and/or entry level career jobs that could be converted to or begin as an Internship and/or Apprenticeship experience for students in grades 11 and 12. Employer intermediaries are organizations that bring together partners in a workforce ecosystem to identify and plan for workforce development hiring needs.

Assists employers with the application process for becoming an Apprenticeship Sponsor with the Maryland Department of Labor.

Helps employers create a training and mentoring program for how they will work with high school students to support their work force development needs.

Provides guidance to employers in identifying which industry certification and/or course/s the student intern and/or apprentice will need to complete as part of their career advancement training.

Collects feedback from participating employers on how the Work Based Learning program is working to support their work force development needs and collaboratively determine what adjustments will need to be made.

Works as a liaison between employers and internship coordinators at each high school to align employer experiential learning opportunities to student career interests and goals in high demand career fields.

Supports the design and implementation of professional development training for Internship Coordinators on employer engagement and recruitment to become an Internship and/or Apprenticeship sponsor.

Reviews the WBL program regularly, and plans for and carries out improvements.

Develops reports and other communications to provide information, data, and data analysis related to both the effectiveness of the WBL programs, and the internship/apprenticeship experiences for students.

Maintains an electronic database of WBL opportunities, partners and student participants.
