SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the supervisor, performs a variety of tasks and all functions related to dual enrollment across the district. Duties involve working with staff, administrators, counselors, and college personnel in planning and scheduling college courses; assembling, disseminating and publicizing information regarding dual enrollment options; communicating with all stakeholders regarding college application, admissions requirements, and course offerings; assisting with the organization of districtwide partnership agreements, college course review, coding and approval, data collection, invoicing and billing, textbooks, instructional materials for college courses, meetings, proctoring/administering college placement tests, recruitment and marketing, clerical, and other non-instructional work; assisting staff, parents/guardians, and students in all aspects of accessing dual enrollment opportunities. This includes organizing and maintaining detailed trend data and development of Memorandums of Understandings (MOUs) between the district and higher educational institutions, as well as related local, state, and federal policies and legislation associated with dual enrollment and the higher education community. Supports Career and Technical Education programs with dual credit options, as well as alignment of college credit associated with Advance Placement and International Baccalaureate.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires knowledge of all of the core competencies of the Content Specialist Professional Growth System including professionalism, commitment to students, knowledge of job, knowledge of college course selection, college readiness assessments, application, and admissions process; knowledge of high school courses/programs and graduation requirements. Skilled in the use of data systems and Synergy. Expert in Excel spreadsheet development and manipulation. Ability to communicate courteously, effectively, and efficiently with college and school-based staff, parents, and students; ability to develop, grow, and maintain effective dual enrollment programs; ability to exercise independent judgment and initiative in completing duties; excellent oral, written communication, and interpersonal skills, as well as organizational, management, and problem-solving skills. Thorough knowledge of state legislation related to dual enrollment and college application and enrollment process. Knowledge about and experience in high stakes assessments (State mandated testing, ACCUPLACER, ACT, SAT, etc.). Thorough knowledge of other programs that provide dual credit and/or articulation credit which include, Career and Technical Education programs of study, Advance Placement, International Baccalaureate, Middle College, and Early College programs.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Minimum four years successful experience as a teacher, counselor, or administrator. Leadership experience in dual enrollment and other special programs (e.g. Academy, CTE, WBL, etc.). Experience with scheduling students, MCPS courses and course codes, and course approval process. Experience as a classroom teacher, counselor, resource, or interdisciplinary resource teacher, administrator or other combinations of applicable education, training, and experience. Considerable experience working with Higher Education Institutions and dual enrollment programs, experience in classroom, school leadership, or central office experiences working with a diverse student population and the postsecondary/business/corporate community, and planning and delivering professional development. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform successfully in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements for elementary or secondary education.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend school and/or college meetings, programs, and activities outside or evenings and weekends as needed.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works closely with select central office and school-based staff and administrators, including counselors, Dual Enrollment Program Assistants (DEPAs), and career and college information coordinators (CCICs).

Works with college staff and school administrator in the selection of college courses offered at the high school campus and/or college campus, transportation, billing, and invoicing, grade reporting, and all other dual enrollment related items.

Engages in long-term planning of college courses and degree pathways with college partners.

Works with college staff on course facility needs and communicates the needs to appropriate staff.

Supports training and development of DEPAs and other staff and administrators as needed.

Creates and maintains student database, including interest, applications, grades, programs, courses, demographics, and other requested trend data.

Maintains and shares with students and staff, college information related to college readiness assessments, courses, financial aid, and scholarships.

Publishes information in newsletters, on website, flyers, etc. regarding districtwide dual enrollment opportunities.

Attends faculty meetings, departmental meetings, student and/or parent meetings, community meetings, etc. to share information about dual enrollment.

Meets regularly with college partners to discuss concerns, plan programs, review logistics/ processes, and improve or increase dual enrollment options for students.

Provides information to staff regarding college readiness assessments such as ACCUPLACER, SAT, and other approved assessments.

Assist in managing College and Career Readiness information.

Performs additional duties as assigned.
