SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, support middle schools with academic planning, data-analysis (qualitative and quantitative), progress monitoring, outreach and advocacy planning for underrepresented student populations. Provides a wide variety of supports to meet the needs of the system and individual schools related to system goals for enriched and accelerated instruction, priorities and initiatives: assists in training and coaching school leadership teams and staff in the knowledge and skills related to rigorous instructional practices, including but not limited to enrichment and acceleration, critical thinking, and differentiation. Additionally, provides a wide variety of supports to remove barriers for students to access special programs such as the elementary and secondary magnets and the implementation of anti-racist instructional resources and professional training.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the articulation process from middle to high school is essential as well as an understanding of how the courses in middle school prepare students for advanced courses in high school. Knowledge and understanding and demonstration of highly effective instruction; of enriching, accelerating, and differentiating instruction; of effective collaboration with colleagues on the development and implementation of enriched and accelerated curriculum, assessment, and instruction. Considerable knowledge of current research and trends in enriched and accelerated instruction; teaching pedagogy; and ability to work effectively with classroom teachers, principals, and parent organizations; strong professional development facilitation skills; excellent human relations skills; strong written and oral communication skills. Strong background knowledge in talent development for historically underrepresented student populations to promote success in advanced coursework is preferred. Ability to understand and apply the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with emphasis on teaching, school leadership, curriculum, and/or instruction. Five years or more outstanding teacher level experience; three or more years¿ experience in using technology to facilitate web and school based professional development to support enriched program implementation; coursework in gifted education and/or demonstrated excellence in enriching, accelerating, differentiating instruction and in use of technology.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds a current Maryland state standard and advanced professional certificate in a teaching area.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials/equipment to and from different training sites.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Conducts academic planning, data-analysis, progress monitoring, outreach and advocacy planning for underrepresented populations. Provides an intentional pathway for students to prepare for advanced coursework. Collaborates with school teams to increase access to college-level courses. Monitors the implementation of the gifted and talented policy and regulation as it relates to academic programming and supports (i.e., gifted and talented identification, accessing enrichment and acceleration, and other county programs). Collaborates with school leadership to develop and implement professional development focused on rigorous instructional practices at all levels (Elementary, Middle, and High). Develops curriculum and resources for enriched and accelerated instruction (Elementary, Middle, and High). Develops processes to ensure that all students receive appropriately challenging instruction. Develops and delivers training for both face-to-face and online professional development based on knowledge of adult learner theory and knowledge of MCPS goals, priorities, and initiatives. Provides guidance, develops curriculum, and monitors the implementation for the selective magnet (Elementary/Middle/High) and local school programming for enrichment and acceleration. Gathers and analyzes data related to advanced level instruction and special programs. Collaborates with other MCPS offices by serving on system-wide committees and project based workgroups. Understands and applies the six performance standards established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS). Performs related duties consistent with the scope and intent of the position.
