WORKING TITLE: English Language Development (ELD) Coach GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction and in alignment with the Department of English Learners and Multilingual Education (DELME) supervisors, provides professional learning and support to identified Targeted Support and Improvement (TSI) middle schools and feeder elementary schools, to build the capacity of general education staff and English Language Development (ELD) staff, so they may support the language and academic content needs of Emergent Multilingual Learners (EMLs). The ELD Coach will support school-based staff to promote effective instructional practices to bridge language and content and increase EMLs achievement.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of second language teaching/learning methods and techniques. Experience analyzing Every Student Succeeds Act data requirements and other student performance data, providing effective English Language Development (ELD) instruction, aligned to grade-level Maryland College and Career Readiness Standards (MCCRS), and using the WIDA English language development framework and resources required. Demonstrated ability to collaborate with staff and school-based administrators and experience formulating instructional strategies to meet student needs required. Multilingualism preferred. Ability to understand and support students in the process of adjustment to the academic and cultural environment in MCPS. Excellent oral and written communication and human relations skills. Demonstrated elevation of language in tandem with content through collaboration with content teachers across the curriculum areas of English Language Arts, Mathematics, Science and Social Studies.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree or equivalency with courses in English Language Development (ELD)/ESOL, specified content area specialization, assessment/evaluation, administration and supervision, professional development, or accelerated and enriched instruction. Three years or more of successful experience as an ELD teacher. School-based instructional leadership desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Must hold Maryland teacher certification in ELD/ESOL.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports staff members to analyze WIDA and other student performance data to differentiate classroom instruction, materials, and resources based on the English language proficiency levels of students.

Facilitates the use of data, information and resources provided through systemwide ELD training to customize and deliver professional development to school staff members.

Works with general education teachers to model lessons, observe, coach, and provide feedback to teachers and support and provide resources to help grade-level or course team planning by peer coaching.

Works with professional staff to perform curricular back-mapping to identify learning pathways for EMLs.

Researches and delivers best practices on comprehensive input and scaffolding for EMLs.

Designs and delivers professional learning to general education staff aligned to the following critical topics: Analyzing school level ESSA data and state mandated English language proficiency assessment for Assessing Comprehension and Communication in English State-to-State for EML (ACCESS for EMLs) data; Providing effective instruction that meets the language and content needs of ELLs; Collaborating, co-planning, and co-teaching; Using WIDA English language development resources; Integrating Sheltered Instruction Observation Protocol to support the language and content needs of EMLs.

Attends and participates in all professional development opportunities provided by DELME to ensure alignment of professional learning in schools with priorities from DELME.

Collaborates with the staff development teachers and team leaders to provide job-embedded professional development opportunities to improve general educator understanding of meeting the academic language needs of EMLs, students whose parents have refused ELD services, and reclassified ELLs.

Joins forces with the administration to make quality instruction for EMLs a top priority and support the culture of collaboration and inquiry. Models the implementation of equitable practices.
