SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Foundations Supervisor, develops bilingual ELD, GED, and CTE curriculum, resources, and assessments and provides instructional support for teachers, staff, and students in the CREA program. Coordinates job-embedded professional development Coordinates and monitors the intake and referral processes for the CREA program. Collaborates with appropriate school based and centrally based staff to monitor student progress and supports for CREA families. Provides on-site supervision of evening staff and students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective ELD programs, Pre-K-12. Knowledge of federal, state, and local legislation dealing with limited English proficient students. Ability to develop curriculum for ELD students. Ability to develop and provide support in the delivery of curriculum and instruction, specifically for EML students with interrupted education and severe gaps in literacy and academic skills, with knowledge of basic literacy development pedagogy. Ability to administer and analyze the results from the state-mandated English language proficiency assessment. Ability to work with international families to facilitate enrollment in specialized programs. Knowledge of training strategies to assist ELD and non-ELD staff in interpreting assessment results. Ability to work collaboratively with federal, state, and local agencies focused on initiatives for EML students with interrupted formal education. Excellent communication and interpersonal skills in Spanish and English.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in ELD or related field. A minimum of three years of teaching experience in ELD as well as experience in ELD curriculum development and administering and scoring a variety of assessments in languages other than English. Demonstrated experience in summarizing and reporting assessment results. Demonstrated experience presenting assessment results to school teams and families. Bilingual in English and Spanish required. Bilingual abilities in other languages desired. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland certification requirements in ESOL/ELD.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the responsibilities of the position.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Evening work required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops ELD/GED curriculum, resources, and assessments for students participating in the CREA program in English and in Spanish.

Implements and develops a referral and intake system to accurately identify potentially eligible students and communicate eligibility to home school staff members. Guides referral and intake process for student enrollment.

Organizes information sessions with comprehensive high school staff and students as well as community organizations and other MCPS offices.

Meets with teachers to analyze formal and informal data to inform lesson planning to address the needs of CREA students.

Collaborates with appropriate central office and school-based staff members to organize resources for the program and monitor success for students enrolled in the CREA program.

Represents the CREA program by participating in all meetings with MCPS staff members, Board of Education, and community groups that focus on monitoring the success of the CREA program. Regularly attends meetings with MSDE and DLLR to discuss the implementation of the GED Option Pilot Program and present program data.

Plans and facilitates professional learning opportunities for staff to support the implementation of effective instruction of CREA students.

Collaborates with the CREA core team to monitor program implementation, including the referral and intake process, enrollment, academic progress, and student wellness.

Develops and updates program documents, such as referrals, authorization forms, handbooks, guidance documents, curriculum guides, brochures and informational presentations, as well as the CREA website.

Develop post-high school pathways for CREA students through research and collaboration with Montgomery College, Identity, and other community organizations.

Develops a spending plan for program funds and monitors spending in collaboration with the fiscal assistant.

Maintains accurate information in the student information system, such as enrollment, master schedules, staffing assignments, student schedules. Monitors grading and reporting.

Manages the selection, evaluation, ordering, and distribution of program materials and supplies.

Coordinates transportation services.

Assists in the on-site supervision of evening staff and students.

Perform related work as required.
