Instructional Specialist, Blueprint for Maryland's Future

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the director and coordinator, Blueprint implementation and strategic initiatives, assists in the coordination of the implementation of the Blueprint for Maryland's Future. Assists school and office staff in continuous monitoring of compliance with the comprehensive Blueprint Implementation plan to ensure that MSDE requirements are evident. Assists school personnel in assessment, data collection, and analysis of formal and informal data for use in targeting and monitoring the effectiveness of interventions. Works closely with staff to organize regular Blueprint Steering Committee and workgroup meetings. Assists in the development, coordination, and implementation of professional development related to compliance with local and state Blueprint regulations. Provides technical assistance to schools and offices relating to the Blueprint implementation and processes. Frequent evening work may be required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Understanding of the Blueprint for Maryland's Future, the MCPS implementation of the Blueprint, and guidelines and program requirements as determined by the Maryland State Department of Education and the Accountability and Implementation Board. Thorough knowledge of current educational principles related to the Blueprint, best practices and procedures in program development, and assessing program, school, and community needs. Ability to work cooperatively with culturally diverse communities as well as staff, students, and parents. Ability to build capacity of staff to analyze student achievement data for instructional decision making. Excellent organizational, oral and written communication and human relations skills. Knowledge of MSDE trends in education, with special emphasis on school improvement. This position requires the knowledge and application of the five distinct pillars outlined in the Blueprint for Maryland's Future legislation. Knowledge and application of the six performance standards that have been established for the MCPS Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree or equivalency from an accredited college or university with courses in curriculum, instruction, and assessment/evaluation, organizational learning, professional development, administration, and/or supervision. Five years of successful experience as a classroom teacher. Extensive experience in developing, coordinating, conducting and evaluating programs. Successful experience developing and supporting project management and implementation. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets current Maryland state standard and advanced professional certificate in a teaching area required. Any combination of certification within Pre-K to Grade 12 is acceptable.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supports Career Ladder Sub-Committees.

2. Drafts monthly Blueprint updates for school-based and central office staff.

3. Monitors MSDE BOE Blueprint meetings and AIB monthly public meetings and disseminates new communication/documents from MSDE and AIB.

4. Serves on LEA lead workgroups on various pillars.

5. Supports written communication efforts.

6. Works with MCPS staff to gather information and articulate challenges related to Blueprint.

7. Serves on MSDE led state Committees and workgroups.

8. Analyzes and compiles written feedback for implications.

9. Provides written updates on Blueprint to stakeholders.

10. Serves on county government advocacy workgroups.

11. Supports district and school level Expert Review Team Monitoring.

12. Assists with Pillar Implementation Monitoring.

13. Serves as a liaison to key stakeholder groups.

14. Contributes to monthly updates on the Blueprint Website.

15. Collaborates on systemwide grants and Blueprint integration.

16. Serves as a liaison to Office of Shared Accountability for data collection on Blueprint related reporting/monitoring.

17. Performs other duties as assigned and related duties consistent with the scope and intent of the position.
