WORKING TITLE: Instructional Specialist, Summer Programs and Out of School Time GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the department coordinator, supports the coordination of systemwide summer learning programs and projects that promote Out of School Time. Primary responsibilities are to organize, manage, and support the administration of summer school programs. Provides leadership and professional development for Out of School Time grantees. Collaborates with school-based and central office staff on special projects as assigned by the department coordinator. Works with the department coordinator to develop memos, presentations, and other products. Collaborate with principals, specialists, teachers, and state and national colleagues to implement and monitor the intervention and tutoring programs in schools. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by duties and responsibilities of the job. SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work evening and weekends as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, practices and procedures in program development, professional development, instruction, equitable practices, and assessment of program needs to improve teaching and learning. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration, policies, Maryland State Department of Education (MSDE), Maryland School Assessment program outcomes, and federal and state laws related to instructional practices relating to diverse student learning needs. Knowledge of culturally responsive instructional materials and experience teaching across disciplines and with diverse populations. Excellent planning, organization, management, data analysis, communications (oral and written) and interpersonal skills. Ability to prepare papers and presentations for the superintendent and Board of Education. Ability to prepare reports, papers, and presentations that include effective data displays and analysis of progress.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree from an accredited college or university with emphasis in student support and assistance or educational program and policy development. Minimum three years successful experience as a teacher, counselor, or administrator. Leadership experience in career and technical education, other special programs, or counseling preferred. Experience as a classroom teacher, counselor, resource or interdisciplinary resource teacher, administrator or other combinations of applicable education, training, and experience. Considerable classroom, school leadership, or counseling experiences working with a diverse student population and the business/corporate community, and planning delivering professional development. Grant writing is desirable. Experience with computers and instructional technology to support program development. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS:Holds a current Maryland state standard and advanced professional certificate in a teaching or counseling area.

This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the core job elements.)Organizes the design, planning, and implementation of special projects established to promote achievement of local priorities state grants.Implements Out of School Time programs that promote project-based learning, college and career readiness, mental health and well-being, and/or acceleration. Programs should be accessible for students with disabilities and English learners.Works with staff from other MCPS offices and departments to collaborate on the design, development, and implementation of innovative student and staff development programs that support systemwide initiatives and priorities to improve Out of School Time offerings.Keeps knowledgeable regarding ongoing and new program development and staff development related to content offered after school and during the summer.Plans and manages special countywide programs related to local initiatives and priorities and state mandates.Collects data and prepares responses to requests for information about special projects; interprets special projects to the Board, staff, parents, and community; keeps abreast of latest research, developments, and techniques related to system initiatives and priorities.Plans and coordinates activities that involve parents, community, and the business sector in support of special projects that promote and support student academic success.Prepares required reports, correspondence, and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to the needs and best utilization; maintain files, records, and/or expenditure controls.Collaborates with other MCPS offices and departments, community groups, and partners to develop and implement extended-day, summer, and in-school tutoring programs. Collaborates with other offices to monitor the effectiveness of the programs which includes student engagement and attendance.Incorporates strategies and programs that align with federal and state guidance, in addition to locally developed programs.Implements processes relating to payroll, budget, and vendor contracts or agreements.Attends quality checks on site at Out of School Time programs before and after school and during the summer.Performs related duties as assigned.
