SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of Academic Programs within the Division of Teaching and Learning, the Instructional Specialist provides support in the design, planning, implementation, and evaluation of countywide academic programs in order to improve and increase access to programs offered by MCPS. The specialist works collaboratively with the director, division colleagues, school-based staff, and external stakeholders to promote equitable access to district programs, support professional learning, and improve student outcomes. The role includes data collection and analysis, project management, facilitation, community engagement, and coordination of program activities aligned with the Blueprint for Maryland’s Future and the district’s strategic plan.

KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of curriculum design, instructional strategies, and equitable access frameworks. Knowledge of distance and blended learning models, as well as the Maryland College and Career Ready Standards and the Blueprint for Maryland’s Future. Demonstrated ability to use data for program improvement, equity analysis, and student outcome monitoring. Strong organizational and project management skills. Excellent oral and written communication skills, interpersonal skills, and the ability to build collaborative relationships with diverse stakeholder groups. Familiarity with instructional technology tools, online platforms, and program evaluation practices. Ability to work independently, manage multiple priorities, and respond effectively to school and department needs. Must have knowledge of or be able to quickly obtain knowledge of and apply of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS). |
EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree from an accredited college or university in education, curriculum and instruction, or a related field. Minimum of five years of successful teaching experience. Two years of experience in curriculum development, instructional leadership of program coordination. Experience supporting diverse learners, including students with disabilities and Emergent Multilingual Learners, preferred.CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland State certification requirements for a teaching or specialist area. |
EXAMPLES OF DUTIES AND RESPONSIBILITIES:Supports the planning and implementation of countywide, regional, and alternative academic programs under the guidance of the Director of Academic Programs.Assists with monitoring program access and equity through data collection, analysis, and reporting; identifies participation gaps and collaborates on strategies to address them.Collaborates with school and department staff to ensure high-quality implementation of new programs, online, blended, and extended learning opportunities.Supports program-specific professional learning by co-developing and facilitating training aligned to instructional best practices and equity-centered pedagogy.Helps to coordinate partnerships and logistics for special programs, including transportation, scheduling, and communications with stakeholders.Assists in the development and evaluation of instructional materials, digital content, and program-related resources.Monitors program implementation and fidelity through site visits, surveys, feedback loops, and collaboration with school leaders.Supports grant writing, budget tracking, and MSDE reporting requirements as delegated by the Director.Facilitates stakeholder engagement efforts, including presentations to families, community organizations, and advisory groups.Stays current on local and state policy changes, including Blueprint requirements, and supports alignment of department efforts.Promotes culturally responsive and inclusive practices across all programs and initiatives.Provides input into the strategic planning process and continuous improvement cycles for program innovation and expansion.Performs related work and other duties as required. |
