SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, develops curriculum resources and provides instructional support for elementary, middle and high school sites offering the Multidisciplinary Education Training and Support Program (METS). Coordinates the intake and identification process for Emergent Multlingual Learners (EML)) students with interrupted education in collaboration with the School Counseling, Residency and International Admissions Office, the English Language Development (ELD) Testing Center, and METS sites to ensure appropriate placement of EML students with interrupted education. Ensures accurate administration of the state mandated English language proficiency assessment, as well as native language math and writing assessments and interprets data to inform articulation for METS students. Coordinates transportation services to METS students with the office of transportation, the schools, and parents. Provides updated reports to the Consortium office to ensure that METS students, who exit the program, receive the letter of choice. Works closely with school-based staff, ELD Counselors, and ELD Parent Community Coordinators to monitor and provide appropriate support to students and parents. Plans and delivers professional development to METS staff. Develops and updates METS program processes, as needed. Provides direct support to schools on a regular basis.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective ELD programs, pre-K-12. Knowledge of federal, state, and local legislation dealing with limited English proficient students. Ability to develop and provide support in the delivery of curriculum and instruction, specifically for EML students with interrupted education and severe gaps in literacy and academic skills, with knowledge of basic literacy development pedagogy. Ability to select, develop, administer, and analyze language, reading, and math assessment data to identify and monitor students. Ability to work with international families to facilitate enrollment in specialized programs. Knowledge of training strategies to assist ELD and non ELD staff in interpreting assessment results and to develop training for staff. Ability to work collaboratively with federal, state, and local agencies focused on initiatives for EML students with interrupted formal education. Excellent communication and interpersonal skills in Spanish and English. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in ESOL/EML or related field. At least three years of teaching experience in ESOL/EML, as well as experience in ELD curriculum development and administering and scoring a variety of assessments in languages other than English. Demonstrated experience in summarizing and reporting assessment results. Demonstrated experience presenting assessment results to school teams and families. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered. Bilingual in English and Spanish required. Bilingual abilities in other languages desired.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland certification requirements in ESOL/ELD.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening work required to meet deadlines or attend Board of Education, committees, or other meetings. This position is a 5 year rotation. Specialists hired for this position will agree to return to a school-based position for two years following their rotation unless they accept a promotional position.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Implements and refines a comprehensive system to accurately identify students with interrupted formal education. Conducts intake interviews with the families of students eligible to enter the METS program and make all necessary arrangements for enrollment in the program. Processes METS referrals from schools interviewing families and testing students to identify those with interrupted formal education. Attends EMT meetings when needed to identify students who might need the support of the program. Writes ELD curricula for students participating in the METS program. Looks for METS instructional resources contacting vendors and attending webinars to determine viability of resources. Collaborates with appropriate ELD instructional staff to develop the assessments that will be used in the METS curricula. Keeps in close communication with principals (or their designees) and resource teachers to ensure the school administration's support of the METS program. Conducts school visits to monitor and support the instructional program in all METS sites. Use Observations Protocols to provide support to METS teachers in math and reading instruction. Meets with METS teachers to analyze formal and informal data to facilitate appropriate instructional planning matched to the needs of METS students. Keep updated data in the appropriate data systems to monitor students' progress and/or concerns of METS students. Collaborates with appropriate central office and school based staff to develop an assessment plan and instruction aligned to the current English language development and content standards for students enrolled in the METS program. Represents the instructional and assessment needs of students participating in the METS program by participating in all meetings with MCPS staff and community groups that center on monitoring the progress of METS students. Plans and conducts professional development linked to understanding curriculum, instructional, assessment, and reporting requirements for METS students. Collaborates with the ELD parent community coordinators and counselors assigned to METS sites to plan family training sessions linked to understanding the progress of SEPA students. Performs related work and other duties as required.
