WORKING TITLE: Instructional Specialist, PBIS/Student Services GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists in the coordination and facilitation of the work of the Department of Students Services (DSS) to support the integrated delivery of a coordinated program of student services; assist in coordination with Montgomery County Public Schools (MCPS) offices and community organizations. Facilitates the systemwide implementation of PBIS in MCPS, including recruiting and supporting schools, planning and delivering professional development, conducting evaluations of PBIS implementation and collecting and reporting PBIS implementation data. Creates and revised regulations and school procedures. Responds to and resolves issues and questions; gathers information needed for administrative decision-making; prepares correspondence and reports; carries out directives to manage units and functions under the director. Facilitates professional development at the system and or school levels. Serves as a liaison to the Maryland State Department of Education (MSDE) regarding PBIS.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization, policies and regulations and state laws and MSDE regulations pertaining to student services. Thorough knowledge of PBIS (national, state, and local implementation), and other positive behavioral support programs and frameworks; experience using the School Wide Information System (SWIS) database and interpreting the data collected; experience implementing and interpreting the School-wide Evaluation Tool (SET). Thorough knowledge of MSDE and local regulations related to discipline and school climate issues. Demonstrated leadership abilities to prepare written correspondence, documents, and reports. Ability to exercise independent initiative to complete assignments. Excellent oral and written communication skills; positive human relations skills, organizational and problem-solving skills; knowledge of county agencies and community organizations; ability to monitor and analyze data, ability to use computer programs (e.g. word processing, databases, PowerPoint); ability to speak/present to large audiences. Knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university, at least five years of school-based experiences; and training background which provides the knowledge, ability, and skills necessary to perform effectively. Experience in the implementation of PBIS, SWIS, and experience in planning and delivering professional development to small and large groups. Demonstrated experience with analytical data analysis, delivery of small and large scale projects. Experience with organizational communication, public relations, and community relations desirable. Proven ability in oral and written communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets the appropriate Maryland State Department of Education certification requirements for a teacher, school counselor, school psychologist, administrator or supervisor, or any other field related to student services.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some evening and weekend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works closely with director to develop and facilitate MCPS PBIS implementation plan.
2. Facilitates communication between PBIS schools and behavior support coaches, PBIS Maryland Leadership Team, MCPS Central Leadership Team, and Community organizations.
3. Facilitates and supports the work of the MCPS PBIS Central Leadership Team.
4. Serve as the MCPS representative on the PBIS Maryland Leadership Team.
5. Supports the maintenance of the PBIS Web page.
6. Plans and Coordinates PBIS professional development.
7. Acts as a resource to schools and behavior support coaches.
8. Promotes a collaborative approach to linking the services of the DSS.
9. Facilitates communication among DSS and other MCPS units, associations, school staffs and community agencies and organizations.
10. Assists with financial monitoring of PBIS accounts.
11.Assists in the analysis of data and the creation of reports.
12.Participates in preparing correspondence, documents and regulations related to PBIS.
13 Plans and coordinates student services conferences, workshops and/or in-services related to PBIS.
14.Attends meetings and serves on committees/workgroups as designated by director. Represents MCPS at meeting with county agencies, MSDE and community organizations.
15. Coordinates with unit directors, supervisors, and coordinators, and other staff to ensure effective program delivery.
