SUMMARY DESCRIPTION OF CLASSIFICATION: Implements Title III of the Elementary and Secondary Education Act and Every Student Succeeds Act (ESSA) as it relates to providing English language acquisition programs for Pre-K - 12 Emergent Multlingual Learners (EMLs) and immigrant students; develops curricula for newcomer Pre-K-12 EML students; supports schools in the design and delivery of research-based instructional practices for newcomer Pre-K - 12 EML students; supports school personnel in the implementation of the Pre-K - 12 English Language Development (ELD) program by participating in the program review process at the elementary, middle, and high school levels; and assists school personnel in assessment, data collection, and analysis of formal and informal data for use in targeting and monitoring the effectiveness of the instructional practices and curricula for newcomer Pre-K-12 EML students. Provides direct support to schools on a regular basis. .
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to develop Pre-K-12 ELD curricula and deliver instruction for newcomer EML students. Knowledge of current research and trends in ELD education, with special emphasis on curriculum and instruction. Ability to work effectively with classroom teachers, instructional specialists, and newcomer organizations in providing rigorous academic experiences for newcomer students. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree or equivalent from accredited college or university (pref. given to earned Masters with emphasis in ESOL instruction and course work in curriculum development; certificate in Pre-K - 12 ESOL/ELD instruction required; minimum 5 years successful classroom experience teaching elementary, middle, and/or high school EML, including implementing instructional connections to the content areas, using assessments to monitor student progress and plan instruction, and using technology to enhance instruction; experience in ELD Pre-K - 12 program and general educational settings required; knowledge of current research, theory, and best practices in curriculum development, assessment, and instruction for EMLs; experience developing Pre-K -12 ELDcurriculum and assessments aligned with local and state learning standards; knowledge of multicultural teaching approaches and materials; ability to work collaboratively to develop curricular documents and assessments for newcomer students; experience teaching across disciplines and with diverse populations. Applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Advanced Professional Certificate with endorsement in ESOL/ELD Pre-K-12 required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening and weekend work to meet deadlines.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Participates in select meetings to support the school improvement processes and action plan development teams to ensure that schools have consistent intervention and support for ELL and immigrant students. Participates in a collaborative process with all content and ELD instructional specialists to review elementary, middle, and high school ELD and content curriculum to address the academic and language needs of EMLs and immigrant students. Plans and conducts staff development that is linked to instructing elementary, middle, and high school EML and immigrant students in collaboration with instructional specialists and other MCPS offices. Represents the needs of EML and immigrant students on committees and work groups that investigate differentiation, appropriate intervention strategies, accommodations, and grading and reporting guidelines. Supports and works with community groups. Supports the implementation of the curriculum resources used for English Language Development instruction, Pre-K-12, aligned to the World-Class Instructional Design and Assessment English language development standards and the Common Core State Standards. Meets with ELD teachers to analyze formal and informal data to facilitate appropriate instructional planning matched to the needs of newcomer EMLs or EML students. Performs related work as required.
