SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of Pre-K-12 Curriculum, this grant funded position will be responsible for developing, writing, implementing, and monitoring the annual Maryland State Department of Education (MSDE) Judy Center grant, and managing the Judy Center early childhood partnership program. The manager will work in concert with affiliated elementary school principals, staff, and parents, MSDE, internally with division staff and MCPS offices. Responsibilities include coordinating with community partners to ensure delivery of comprehensive early childhood services for children, ages birth through 5. Develop and prepare state mid-year progress report, annual continuation grant, end-of-year report, and coordinate with external evaluator on final annual MSDE report. Develop, monitor, and manage program budget, analyze school readiness data for program planning, and facilitate an approximately 15-member steering committee of community partners. Assist with hiring of employees; provide input in the evaluation of staff; and develop, coordinate, and implement professional development and educational programs for, and with, early childhood staff, teachers, parents, and external early childhood stakeholders. Coordinate efforts with community partners to provide targeted school readiness programming based on data, lead the charge, and provide technical support for MSDE early childhood accreditation required for Judy Center schools and community child care partners.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of early childhood programs and services for children ages birth through 5. Knowledge of early childhood pedagogy and current research and trends in early childhood education with special emphasis on developmentally appropriate, culturally competent curriculum, instructional practices, and assessment. Thorough knowledge of 12 MSDE Judy Center program state components per Judith P. Hoyer legislation. Ability to work effectively with administrators, principals, teachers, childcare community, and public and private agencies in implementing developmentally appropriate programs in full alignment with MCPS curriculum, instructional practices, and assessment. Ability to plan and collaborate with other MCPS offices and nonprofit and governmental agencies to design and execute professional development opportunities. Excellent written and oral communications, exceptional human relations skills, data analysis, program budget development, management, and monitoring. This position requires the knowledge and application of the six performance standards that have been established for the MCPS Teacher Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree/MEQ from an accredited college or university in early childhood education, early childhood special education, or a closely related field required. Course work in staff development, supervision, curriculum development, and instruction is desirable. Minimum of three years successful experience on a preschool, kindergarten, and/or primary level preferred. Experience working with parents and conducting training for a variety of audiences preferred. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification or licensure requirements for a standard professional certificate in early childhood education, special education, or a closely related field.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May be required to work evenings to meet grant deadlines, lead family events, and attend meetings including Board of Education, stakeholders, Parent Teacher Association, Steering Committee, or other early childhood grant related activities. One required overnight annual MSDE retreat.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Prepares written proposals, component plans, and written annual progress reports, etc. as required by the early childhood division, MSDE, the superintendent and/or members of the Board of Education.

Develops, coordinates, and implements school readiness programs for the early childhood community including the childcare community and both public and private partners; coordinates training with partner agencies

Coordinates meetings with partners, maintains a coordinated calendar with partner agencies, gathers program participation and student data to evaluate program progress, meets regularly with other division staff to ensure program alignment with MCPS programs and procedures, and early childhood instructional program.

Monitors grant spending and prepare budget amendment and other grant forms as needed.

Performs a variety of duties to support the Judy Center grant as needed.

Performs related work and other duties as required.
