WORKING TITLE: Instructional Specialist, Longview School GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of special education in the Division of School-based Special Education, supports the Individual Disability Education Act (IDEA), and educational programs for students with disabilities provided in accordance with federal/state regulations. Major responsibilities include assisting schools in program planning, curriculum development, and use of technology to support instruction for students with disabilities, representing special education at Central Individualized Education Program (IEP) meetings, coordinating and conducting in service programs, and providing community outreach by consulting with parents of students with disabilities and providing information about special education programs and initiatives to interested government and community groups.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of current research and trends in curriculum and instructional strategies for special and general education students¿ ages 0 ¿ 21. Ability to use word processing, spreadsheet, database and assistive technologies. Ability to organize and implement in-service training. Ability to work effectively with teachers, principals and parents to provide students with effective integrated instruction. Excellent communication and interpersonal skills. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Thorough knowledge of MCPS policies and regulations and strategic plan; knowledge of MSDE requirements related to school counseling programs and services; a detailed knowledge of the MCPS school counseling program for elementary, middle and high schools, as well as a broad based knowledge of a wide array of student issues (e.g. attendance, residency, graduation, Section 504, drop out prevention, positive behavior supports, special education). Knowledge of national counseling standards. Detailed knowledge of scholarship opportunities, particularly for minority students. Outstanding facilitation, organizational technological and management skills. Ability to exercise independent initiative to complete assignments. Excellent oral and written communication skills; positive human relations skills; strong problem solving skills; and knowledge of county agencies and community organizations. Ability to plan and implement workshops and professional develop for small and large groups. Skills to serve as an effective mentor to new counselors.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification in Special Education and certification requirements for administration/supervision desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some evening and weekend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Support the Individual Disability Education Act (IDEA), and educational programs for students with disabilities provided in accordance with federal/state regulations.

Use technology to support instruction for students with disabilities

Chair IEP meetings

Provide community outreach by consulting with parents of students with disabilities and providing information about special education programs and initiatives to interested groups.

Plan, implement, supervise, and administer a wide variety of education programs.

Select, train, assign, supervise, and assist in the evaluation of the professional and supporting services staff.

Administer the budget.

Assist in the selection and distribution of instructional materials and supplies.

Maintain necessary financial records, and prepare required reports.

Assist in the preparation of announcements and brochures for distribution to county residents, students, etc.

Assist in the preparation of the annual operating budget request.

Keep abreast of new program developments in the field of special education/education.

Coordinate State Assessments.

Review recent literature and research studies and reports, evaluate findings and suggest changes or modifications to improve existing program.

Work with community representatives in the development of new or revised programs.

Meet with other instructional specialists to explore and develop a comprehensive education program.

Under direction, is responsible for administering and supervising the total school program

Provide educational leadership for the students and staff members consistent with the educational goals of the community.

Establish a climate conducive to learning, defining roles, planning and coordinating programs, effecting change, and decision-making.

Analyze, share, and use school and student achievement data to develop and implement the school improvement management plan.

Implement systematic procedures to assess program effectiveness.

Curriculum development

Monitor curriculum implementation to ensure that the appropriate content and sequence are followed.

Write grant requests to support program

Work with a variety of ES, MS and HS administrators to coordinate program support

Ensure that MCPS policies and procedures, as well as state and federal laws are followed.

Develop a master schedule and related duty assignments.

Coordinate the development and implementation of a school safety and security crisis plan

Work with teachers, parents, the IEP TEAM to ensure appropriate programming for all students.

Identify staff training needs; develop and implement school improvement training plan to meet those needs.

Coordinate and conduct in-service programs

Develop requests for staffing and resources.

Prepare a variety of written reports and correspondence. Answer questions regarding the program.

Establish and maintain relationships with the PTA and other community organizations to ensure ongoing, two-way communication and initiate activities which foster productive parent and community involvement.

Serve on MCPS task forces and committees.

Performs related work and other duties as required.
