WORKING TITLE: Instructional Specialist, Division of Consortia Choice and Application Program Services GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates and manages the Choice process and selection process for special programs. Additional supports include outreach/recruitment, articulation and appeal process. Works collaboratively with school administrators, program coordinators, school staff, and central office staff to ensure equitable access for all families. Provides policy and procedural information and guidance to a variety of stakeholders with regards to school assignments in the Choice process and selection decisions for special programs. Initiates and monitors outreach to all students, with an emphasis on students and families from populations historically underserved by special programs. Provides direct support to parents/communities and schools on a regular basis.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the elementary and middle school immersion programs, Northeast (NEC), Downcounty (DCC), Middle School Magnet Consortia (MSMC) and the elementary and secondary special programs. Knowledge of current research and best practices about cultural proficiency and equity that impacts equitable educational programming leading to access and opportunity for students. Knowledge of gifted education, curriculum, acceleration and enrichment, student articulation, and student enrollment process. Outstanding facilitation, organizational, and management skills. Excellent oral and written communication skills, human relations, and technology skills. Ability to efficiently and effectively write reports on behalf of leadership and design and deliver presentations to a variety of stakeholders. Ability to work and communicate effectively with diverse student and parent populations, school administrators, program coordinators, counselors, and teachers. Ability to collect, analyze, and synthesize data, preferably using FileMaker Pro and Google docs.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or equivalent from an accredited college or university in any of the following areas: general education, school administration, or counseling. Coursework in gifted education and/or demonstrated excellence in accelerating and differentiating instruction. Five or more years experience as a counselor, teacher, or instructional specialist;. Three or more years experience with curriculum development, student articulation, and program marketing. Demonstrated skills in group facilitation, coaching and staff training. . Ongoing and current professional development in areas of equity, curriculum, leadership and technology. Experience and/or training in using and/or designing FileMaker Pro databases preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds a current Maryland state standard and advanced professional certificate in a teaching area.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials/equipment to and from different training sites.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Collaborates with school and central office leadership to develop and implement effective outreach and programming practices for Choice and special programs and opportunities that effectively impact the diverse needs of MCPS parent and student populations.

Works with stakeholders to deliver timely and accurate information about program options.

Develops and manages countywide timelines that align county timelines with the Centers for Enriched Studies, secondary special programs selection processes, immersion programs, and the Choice process.

Facilitates face-to-face and online meetings.

Gathers and analyze achievement and outcome data related to special programs participation.

Coordinates the appeals process and prepares written reports on behalf of executive leadership.

Responds and communicates effectively to parents and other stakeholder groups about the various processes for all special programs including appeals.

Collaborates with other MCPS offices by serving on system-wide committees and project workgroups.

Engages in on-going professional development to support the continuous improvement system initiatives (technology, curriculum, instructional practices and cultural proficiency).

Understands and applies the six performance standards established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).

Performs related duties consistent with the scope and intent of the position.
