WORKING TITLE: Instructional Specialist, Department of Consortia and Application Program Services GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction, coordinates and manages implementation of the admission process for regional and countywide programs. Additional supports include providing services for students and staff relating to outreach/recruitment, articulation and appeal process. Works collaboratively with school administrators, program coordinators, school staff, and central office staff to ensure equitable access for all families. Provides policy and procedural information and guidance to a variety of stakeholders with regards to school assignments in the admission process for regional/countywide programs. Initiates and monitors outreach to all students, with an emphasis on students and families from populations historically underserved by centrally managed programs. Provides direct support to parents/communities and schools on a regular basis. Physical Demands: Must be able to move materials/equipment to and from different training sites. Special Requirements: Frequent evening meetings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Knowledge of the elementary and middle school immersion programs and the elementary and middle school central review process; Middle School Magnet Consortium; high school full and part time regional programs and knowledge of the local K-12 school curriculum.  Knowledge of current research and best practices about cultural proficiency and equity that impacts equitable educational programming leading to access and opportunity for students. Knowledge of gifted education, curriculum, acceleration and enrichment, student articulation, and student enrollment process. Outstanding facilitation, organizational, and management skills. Excellent oral and written communication skills, human relations, and technology skills. Ability to efficiently and effectively write reports on behalf of leadership and design and deliver presentations to a variety of stakeholders. Ability to seek, develop and implement solutions and work and communicate effectively with diverse student and parent populations, school administrators, program coordinators, counselors, and teachers. Ability to collect, analyze, and synthesize data, preferably using Performance Matters, Synergy, FileMaker Pro and Google docs.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Master’s degree or equivalent from an accredited college or university in any of the following areas: general education, school administration, or counseling. Coursework in gifted education and/or demonstrated excellence in accelerating and differentiating instruction. Five or more years’ experience as a counselor, teacher, or instructional specialist. Three or more years’ experience with curriculum development, student articulation, and program marketing. Demonstrated skills in group facilitation, coaching and staff training. Ongoing and current professional development in areas of equity, curriculum, leadership and technology. Experience and/or training in using and/or designing FileMaker Pro databases preferred. Certificate License: Holds a current Maryland state standard and advanced professional certificate in a teaching area.

DUTIES AND RESPONSIBILITIES:

Example Duties: Collaborates with school and central office leadership to develop and implement effective outreach and programming practices for regional/countywide programs and opportunities that effectively impact the diverse needs of MCPS parent and student populations. Works with stakeholders to deliver timely and accurate information about program options. Develops and manages countywide timelines that align system timelines with the various admission , processes. Facilitates face-to-face and online meetings. Gathers and analyze achievement and outcome data related to centrally managed programs participation. Coordinates the appeals process and prepares written reports on behalf of executive leadership. Responds and communicates effectively to parents and other stakeholder groups about the various processes for all special programs including appeals. Collaborates with other MCPS offices by serving on systemwide committees and project workgroups. Engages in ongoing professional development to support the continuous improvement system initiatives (technology, curriculum, instructional practices and cultural proficiency). Understands and applies the six performance standards established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS). Performs related duties consistent with the scope and intent of the position.
