Instructional Specialist, International Admissions and Enrollment

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the International Admissions and Enrollment (IAE) office, the instructional specialist plans and implements school system priorities supporting the enrollment of newcomers (students who are new to the country within the past two years). The specialist also supports academic and social service programming that further improve student learning, academic achievement and well-being. Major responsibilities include collaborating with schools and community partners to help build and strengthen positive relationships with children and their families; designing and implementing professional development; collecting and analyzing enrollment data; and supporting staff with implementing equity-centered, trauma-responsive principles of education throughout the enrollment process and programming through graduation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires the knowledge of current research and trends in professional development and culturally affirming service. Demonstrated ability to design and deliver presentations to staff, parents, and community members related to the pre-K through 12 curriculum, assessments, instructional program, transformative school improvement in alignment to Blueprint for Maryland's Future, and utilize community resources. Ability to promote success for every student by working effectively with school system staff, parents, organizations, business and community groups, and government agencies. Skilled in working collaboratively with department staff in formulating operational guidelines and carrying out the goals and mission of the school system, Office of Well-Being, Learning, and Achievement. Ability to use word processing, PowerPoint, spreadsheet, and database technologies. Excellent planning, organizational, management, oral, and written communication skills. Ability to understand and apply the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree (or equivalent) from an accredited college or university with coursework in curriculum, special and general education, English language development, and leadership. At least five years of successful classroom teaching experience. Demonstrated successful experience in planning, coordinating and conducting staff development. Ability to work effectively with teachers, principals, and parents to strengthen communication and promote student learning. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for highly qualified teacher. ELD Endorsement preferred. Bilingual skills desirable.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists the IAE administration with the development, implementation, and monitoring of a wide variety of projects to support system priorities.

Works with a collaborative team to develop, plan, and conduct professional development opportunities supporting staff and schools.

Answers correspondence and questions regarding school system programs and services.

Works with a variety of MCPS offices and schools to gather, analyze, and assemble data and make necessary recommendations for the MCPS Strategic Plan.

Collects, analyzes, and utilizes data needed to determine the effectiveness of resources and supports for newcomers and their families.

Engages in professional study that provides focus on the identification and implementation of best practices related to international enrollment, newcomers, graduation planning, and wellness.

Assists administration in presenting at local, state, and national meetings and conferences.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
