WORKING TITLE: Specialist, Educational Services GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, prepares proposals and other reports; coordinates and supervises central office staff in the education component in Head Start; provides supervision to Head Start classroom teachers and aides; participates in evaluation of teachers; coordinates the hiring of new employees for education component; develops, coordinates, and implements in-service programs for Head Start teachers and aides; and conducts training sessions on child growth and development for parents and volunteers.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Head Start program, philosophy and organization. Excellent written and oral communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited institution in early childhood education. Three years' successful teaching experience on a preschool level preferably in Head Start programs. One year experience supervising preschool program desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements for administration and supervision.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) None.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Prepares written proposals, component plans, and training plans which are required by the Department of Health and Human Services; and prepares written annual progress reports, etc., as required by the superintendent and/or members of the Board of Education.

Maintains coordination and provides supervision of central office staff members of the education component (i.e., speech pathologists, psychologists, education specialists, and the coordinator of volunteers) by conferring with them and observing them in their interactions with teaching staff and children.

Coordinates the conduct evaluation process for central office education staff.

Maintains coordination and provides supervision of teachers and classroom aides by observing them in classroom settings, offering technical assistance and conferring with staff to discuss suggestions/recommendations regarding teaching techniques and other matters relative to their performance.

Assists principals with evaluations of Head Start teachers.
