SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Division of Pupil Personnel Services, the PPW uses knowledge of MCPS programs and community resources, and utilizes a collaborative process with administrators, school staff, and other MCPS central office staff members, to assist in determining resources, strategies, interventions, and recommended placements for students who are not experiencing success in school. Serves as an advocate for students and their families to access appropriate services. Acts at case manager for identified students to ensure the proper intervention implementation, data collection, progress monitoring, and program changes. Serves as liaison with school system, local community and government service providers. Physical Demands: None Special Requirements: Availability for evening meetings as necessary and telephone calls related to crisis response/situations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of the school system, its policies, regulations, and procedures, and its programs and resources; knowledge of the dynamics of adolescent behavior, behavior management, and interpersonal relationships. Knowledge of instructional programs. Excellent skills in human relations, communication, problem solving, conflict resolution, and case management. Knowledge of county, state and federal requirements applicable to special populations; Skilled in the collection, monitoring, and analysis of data. Ability to productively collaborate with other MCPS units as well as local and county agencies.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Masters degree from an accredited college or university with course work in human growth and development, counseling techniques, social casework, analysis of individuals and aptitude testing. Three years satisfactory experience as a classroom teacher, two of which may be a combination of applicable education, training, and experience which provides the knowledge, ability, and skills necessary to perform effectively.Certificate License:Meets Maryland certification requirements for pupil personnel worker.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Utilizes many different approaches to integrate training and skills in implementing the mandates of federal and state laws, MCPS policies, regulations and procedures.Problem solves and identifies prevention and early intervention strategies for student success.Actively participates in MCPS cross-functional teams designed to effectively collaborate with other MCPS central services to support schools and to enhance delivery of student services.Employs problem solving practices in order to provide healthy and effective alternatives to students, parents, and school staff regarding academic and behavioral issues.Promotes an understanding of child development, effective instructional practices, and behavior support; and strengthens the relationships between educators, parents, and community providers.Makes appropriate referrals to resources to facilitate educational, behavioral, and mental health interventions recommended for student success.Supports school staff in collecting, monitoring, and analyzing data to identify students with attendance, well-being, and/or discipline needs.Participates on school-based collaborative problem-solving teams and centrally-based, cross-functional teams to support students and families in need.Assists in the identification and placement process for students with disabilities.Participates in the development, monitoring, and review of school-based and central-office Individualized Educational Programs (IEPs).Participates in hearings and due process proceedings, as needed, and prepares the educational history for students recommended for expulsion.Gathers data, prepares and presents cases to the Interagency Truancy Review Board.Counsels school staff, parents/guardians, and students on interventions and strategies for Alternative Program referrals.Counsels students and families on a variety of issues as needed.Conducts home visits to promote student attendance, well-being and family engagement.Consults with staff members to improve communication and working relationships between children, families and schools.Collects data to determine bonafide residency.Consults with administrators and school staff in identifying professional developmentneeds, and conducts related professional development.Coordinates with school staff members, Juvenile Services, Child Welfare Services, Health and Human Services, the State’s Attorney’s Office and other government agencies, in providing supports and resources in cases such as child abuse and neglect, truancy, foster care and kinship care.Manage enrollment and coordinate supports for families experiencing homelessness. Submits transportation requests as appropriate.Identifies and develops supports and interventions to address and monitor students with chronic attendance and engagement issues, including Attendance Matters and Truancy Review Board.Develops dropout prevention supports and interventions to ensure compliance with MCPS and State of Maryland regulations.Assists parents/guardians and students in accessing appropriate services and agencies to support needs related to substance abuse, mental health, pregnancy, and other barriers to student success.Coordinates services and provides guidance to school administrators and families for students recommended for expulsion.Conducts Home Instruction reviews.Investigates and makes recommendations for change of school assignment requests.Provides crisis support services to schools, students and families.Consults administrators and school staff in the interpretation of MCPS, state and federal policies, regulations, and laws.Participates in school-based and MCPS cross-functional teams, workgroups, initiatives and program implementation.Understands and applies the six performance standards established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).Performs related duties consistent with the scope and intent of the position.
