SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Virtual Academy deans, and supported by the director of the Division of Pupil Personnel Services, uses knowledge of MCPS programs and community resources, and utilizes a collaborative process with administrators, school staff, and other Office of School Support and Well-Being staff members, to assist in determining resources, strategies, interventions, and recommended placements for students who are not experiencing success in school and/or a virtual environment. Serves as an advocate for students and their families to access appropriate services. Acts as case manager for identified students in intervention implementation, data collection, progress monitoring, and program changes. Serves as liaison with local school teams, local community and government service providers.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the school system, its policies, regulations, and procedures, and its programs and resources; knowledge of the dynamics of student behavior, behavior management, and interpersonal relationships. Knowledge of instructional Programs. Knowledge of virtual learning and virtual instruction. Excellent skills in human relations, communication, problem solving, conflict resolution, and case management. Knowledge of county, state and federal requirements applicable to special populations; Skilled in the collection, monitoring, and analysis of data. Ability to productively collaborate with other MCPS units as well as local and county agencies. The candidate must be proficient with Zoom, Synergy, Google applications, Outlook, and Performance Matters Unify.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in human growth and development, counseling techniques, social casework, analysis of individuals and aptitude testing. Three years satisfactory experience as a classroom teacher, two of which may be a combination of applicable education, training, and experience which provides the knowledge, ability, and skills necessary to perform effectively.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for pupil personnel worker.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for evening meetings as necessary and telephone calls related to crisis response/situations. The staff member will be required to report to an in-person location to fulfill some of the job responsibilities.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Coordinates support for students with staff at home schools and other PPWs.
2. Works with Virtual Academy and school staff to help maintain a positive home-school connection through strategies such as home visits and conferences.
3. Serves as a member of the elementary and secondary Virtual Academy wellbeing teams.
4. Partners with staff to strengthen relationships and build trust with parents and families.
5. Collaborates with Virtual Academy staff to plan and implement anti-biased, anti-racist, culturally responsive outreach and family engagement to create a welcoming and inclusive space for all families.
6. Consults with staff to actively remove structural barriers and works to center marginalized families and students.
7. Utilizes many different approaches to integrate training and skills in implementing the mandates of federal and state laws, MCPS policies, regulations and procedures.
8. Problem solves and identifies prevention and early intervention strategies for student success.
9. Employs problem solving practices in order to provide healthy and effective alternatives to students, parents, and school staff regarding academic and behavioral issues.
10. Promotes an understanding of child development, effective instructional practices, and behavior support; and strengthens the relationships between educators, parents, and community providers.
11. Makes appropriate referrals to resources to facilitate educational, behavioral, and mental health interventions recommended for student success.
12. Assists school staff in collecting, monitoring, and analyzing data to identify students with attendance and/or discipline needs and participates on school collaborative problem solving teams.
13. Assists in the identification and placement process for students with disabilities.
14. Participate in the development, monitoring, and review of an Individualized Educational Programs (IEPs). Serves as case manager.
15. Gathers data, prepares and presents cases to the central IEP team and to the Interagency Truancy Review Board. Counsels with staff, parents, and students on interventions and strategies related to school based (Level 1) alternative programs and to explore non-school based (Level 2) alternative educational programs for students who meet criteria for those services.
16. Counsels students and their families on issues as appropriate.
17. Works with administrators and school staff in identifying professional development needs, and conducts related professional development programs.
18. Coordinates with school staff members, Juvenile Services, Child Welfare Services, Health and Human Services, and the State's Attorney's Office in providing supports and resources in cases such as child abuse and neglect.
19. Develops supports and interventions to address and monitor students with chronic attendance issues.
20. Develops supports and interventions to address dropout prevention to ensure compliance with MCPS and State of Maryland regulations.
21. Assists parents and students in accessing appropriate services or agencies to address issues related to substance abuse, mental health needs, pregnancy, and other student needs.
22. Collects, evaluates and provides information for hearing officers related to disciplinary proceedings and participates in the conferences at which these issues are discussed.
23. Reviews cases for homeschooling, investigates residency status as appropriate, investigates change of school assignments requests, and case manages disciplinary proceedings as well as other cases.
24. Provides crisis support services to students and families.
25. Acts as a consultant to administrators and school staff in the interpretation of MCPS policies and regulations and federal and state laws.
26. Participates in hearings and due process proceedings, as needed.
27. Represents MCPS and OSSWB on school and system-wide workgroups.
28. Understands and applies the six performance standards established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
29. Performs related duties consistent with the scope and intent of the position.
